What does IPAF stand for? IPAF is the International Powered Access Federation, the global body for the safe use of powered access equipment. IPAF-approved training certifies MEWP operators, who then hold a PAL Card (Powered Access Licence) recognised on sites worldwide.
Two people usually read a page like this. The first is an employer working out whether to pay for training, how many days it costs in downtime, and how long the certificate lasts. The second is an operator who has been told he needs “IPAF” and has no idea what that involves or what happens on the day. This is written for both, and it answers the question everyone actually wants answered first: is it required in Dubai, or not?
What IPAF training actually covers
An IPAF operator course is not a lecture with a certificate at the end. It combines classroom theory with a practical assessment on the machine, and a candidate who cannot demonstrate safe operation does not receive a card.
The content covers:
- Machine categories and how to select the right MEWP for a task
- Pre-use inspection, and what to do when something fails it
- Stability, ground conditions and machine positioning
- Hazard identification, including overhead structures, pipe racks and power lines
- Fall protection appropriate to the machine group, meaning harness policy in boom-type machines and guardrail reliance in vertical lifts
- Emergency lowering, ground controls and rescue procedure
- The operator’s own responsibilities before, during and after use
The practical element is the part that matters. We have seen experienced operators struggle with the assessment because they had spent years using a machine confidently rather than correctly. That is exactly what the course is for.
IPAF categories explained, with the machines you will actually hire
The categories look abstract until you map them to real machines.

Now the line that catches employers out at the gate:
A 3a card does not authorise a boom lift.
It is the single most common certification problem we see. A company trains its team on scissor lifts, uses them for two years without incident, then hires a boom lift for a facade job and discovers at induction that nobody on site is certified to operate it.
There is also MEWPs for Managers, which is aimed at the person planning and supervising the work rather than operating the machine. If you are a site manager signing off work at height, that course is written for you, and most UAE sites do not know it exists.

Is IPAF mandatory in Dubai?
This is the question everyone asks, and it deserves a precise answer rather than a convenient one.
IPAF is not a UAE federal statute. There is no article of law that names IPAF by name and requires it.
But answering “no, it is not legally required” would be misleading, and here is why.
UAE occupational safety obligations require employers to ensure that people operating equipment are competent, and to provide a safe workplace. The law sets the duty. It does not specify the certificate that evidences it.
IPAF is the internationally recognised way of evidencing MEWP operator competence, and in practice that is what Dubai’s client base asks for:
- Main contractors check PAL Cards at site induction as routine
- Developers working to Emaar-standard site requirements expect it
- Free zones including Trakhees-governed areas and JAFZA operate their own approval and competence regimes
- Major clients, including mall operators, hotel FM contracts and ADNOC assets, specify operator certification in their contracts
- Facility managers running occupied buildings will not let an uncertified operator near a machine in their atrium
So the practical position is this: the requirement usually flows from your client rather than from a specific law, and the commercial effect is identical. An operator without a valid PAL Card in the correct category will, on most serious sites in Dubai, be turned away.
What that means for you on Monday morning: check your operators’ categories and expiry dates now, not on the day the machine arrives. And confirm the specific requirement with your client, main contractor or free zone authority, because their standard is the one that will be applied at your gate.
One clarification worth making, because readers conflate these constantly. IPAF certifies the operator. Third-party inspection certifies the machine. Dubai Municipality guideline DM-HSD-GU48 and EIAC-accredited inspection cover the equipment on a 12-month cycle. Neither one substitutes for the other, and your site will ask for both.
PAL Card: validity, renewal and the ePAL app
A PAL Card is valid for five years. That single fact changes the economics of training more than anything else on this page, and employers weighing training against operator supply almost never factor it in.
Renewal is by reassessment before the expiry date. Leave it too late and your operator is off the tools while it is arranged.
The card can also be held digitally through the ePAL app. That sounds like a small thing until you are standing at a site gate in Business Bay at 6am and the physical card is in a locker in Sonapur. We have had jobs delayed over exactly that. Get your operators to load their cards onto the app.
Operators should also keep their logbook, recording the machines and hours they have actually worked. It is the evidence of ongoing experience, not just initial training.
When a main contractor’s HSE officer inspects a card, they check four things: the name, the photo, the category, and the expiry date. Any one of those failing stops the work.
Familiarisation: why the card alone is not enough
A PAL Card proves generic competence in a machine category. It does not prove competence on a specific model.
Machine-specific familiarisation is required every time the operator steps onto a model he has not used before. It covers:
- The actual control layout on that machine, which varies significantly between manufacturers
- The emergency descent method and where the control is located
- Rated platform capacity, and the separate rating on any extension deck
- The data plate, including the maximum wind speed for that machine
- Any secondary guarding fitted, and how it behaves
Say it plainly: the PAL Card gets him through the gate. Familiarisation keeps him alive.
The party best placed to give familiarisation is usually the company delivering the machine, because they know that unit. We provide operational familiarisation and safety guidance at handover as standard, and we record it. If your supplier drops a machine at the gate and drives away without a handover, that is worth noticing.
Familiarisation should be recorded, dated and kept in the site file alongside the operator’s certificate. HSE officers ask for it more often than they used to.
Training your team, or hiring a certified operator?

Train your own people if:
- You use the same machine class regularly through the year
- Your staff are stable and likely to still be with you in two years
- You want control over scheduling instead of depending on operator availability
Take a certified operator with the machine if:
- Hires are short, irregular or spread across different machine classes
- The job starts before training can realistically be scheduled
- You do not want to carry operator liability and supervision on this project
Remember the five-year validity when you run the numbers. The right comparison is cost per year across five years, not the cost of one course against one week of operator supply.
What happens on an IPAF course in Dubai
For an operator reading this and wondering what the day looks like, here is the shape of it.
Structure. A theory session covering the syllabus above, then machine familiarisation, then supervised practical operation, then the assessment. Most single-category operator courses are completed in one day, subject to the category and the group size.
What to bring. Photo ID, safety boots, and appropriate site clothing. PPE requirements are confirmed when you book. Come dressed to work, not to sit in a classroom.
Language. The UAE workforce is multilingual and this is a genuine practical issue. Discuss language support when booking, because a candidate who understands the machine but not the instructor will fail an assessment he should have passed.
Fitness. Candidates must be physically fit to work at height. This is a practical course on a real machine, not a desk exercise.
Afterwards. Successful candidates receive the PAL Card for the category assessed, valid for five years, along with the logbook.

How long does IPAF training take? Typically one day for a single operator category, subject to the category and group size. Multiple categories or larger groups take longer, and this should be confirmed when you book.
Is IPAF accepted across the UAE and internationally? Yes. The PAL Card is internationally recognised and is used across Dubai, Abu Dhabi, Sharjah and the northern emirates, as well as globally. That portability is one of the reasons it became the default standard.
Do I need IPAF to operate a scissor lift in Dubai? The relevant category is 3a. Expect main contractors and facility managers to check it at induction. As with all IPAF requirements in the UAE, this is a client and site requirement rather than a statutory one, but you should plan on it being enforced.
Is IPAF the same as OSHA training? No. They are different in scope and issued by different bodies. IPAF is specific to powered access equipment and issues a machine-category-based operator licence. OSHA-branded courses are general occupational safety training. Many UAE sites ask for both, for different purposes.
What to do this week
Pull your operator certificates and check three columns: name, category, expiry date. If anyone is running a machine class their card does not cover, or if a card expires inside the next six months, deal with it now rather than at a site gate.
