What is a scissor lift? A scissor lift is a mobile elevating work platform that raises a large guard-railed platform vertically only, on a criss-crossing scissor mechanism. It gives you far more platform space and carrying capacity than a boom lift, but no horizontal reach at all.

Here is the one line that saves people money, and almost nobody leads with it.

A scissor lift goes up, and only up.

No outreach. No up-and-over. If the work sits directly above a place where the machine can stand on a flat, firm floor, a scissor lift is the cheapest, simplest and usually safest answer you can hire. If the work does not sit directly above that spot, no scissor lift height in the world will save you.

For fit-out, warehouse, retail and FM work in Dubai, that condition is met most of the time. Which is why the scissor lift is the highest-volume machine leaving our Ras Al Khor yard in any given month.

How a scissor lift works

Two sets of linked steel arms cross over each other in an X pattern. Hydraulics push the arms together at the base, the X compresses horizontally, and the platform rises straight up.

The platform itself is the whole point. It is a full working deck with guardrails on all sides, a self-closing gate, and usually a sliding extension deck at one end that gives you extra reach along a wall or a run of racking.

Controls sit on the platform for the operator and at ground level for emergency use. Every machine also has a manual emergency lowering valve, which is one of the things you check before you go up.

That is the whole machine. Its simplicity is the reason it is cheap to hire and quick to learn.

Electric or diesel? Why it matters in Dubai

This is the first fork in the road, and getting it wrong wastes a mobilisation.

Electric (slab) scissor lifts

Battery powered, zero emissions, non-marking tyres, compact enough to move through a building.

This is the machine for malls, warehouses, offices, hotels, factories and exhibition halls. Anywhere the floor is finished and the space is occupied or enclosed.

The condition is the floor. A slab scissor needs a flat, firm, level surface. It will not cross soft sand, a rutted plot or a steep ramp, and it should not be asked to.

Diesel rough terrain (RT) scissor lifts

Four-wheel drive, large treaded tyres, levelling jacks or outriggers, and a much higher platform capacity.

This is the machine for open plots, unfinished ground, external cladding, infrastructure work and anything where the surface is not a finished slab. It is heavier, noisier and cannot go indoors.

When a scissor lift is the right machine, and when it is not

For the “wrong” cases, look at boom lift rental for outreach, or spider lift rental where access is tight or the floor is delicate. If the ground itself is the problem rather than the height, a bobcat or mini excavator may be the actual job.

Three worked examples from our own job sheets:

Sprinkler installation, Jebel Ali warehouse. Flat epoxy floor, work directly overhead, two men plus pipe. Electric 12 m. Straightforward, and the customer originally asked for a boom lift at roughly double the cost.

External cladding, low-rise unit in DIP. Compacted sand around the building, no finished hardstanding. Diesel RT scissor, with the levelling jacks doing the work. An electric slab machine would have been stuck at the site entrance.

Ceiling grid in a Deira mall unit, night shift. The constraint was not height, it was the service lift. We supplied a compact electric unit specified to fit the lift car, because the only other route to that unit was down a mall walkway at 2am.

The indoor job checklist for Dubai buildings

For mall, hotel and warehouse work, the machine has to physically reach the work area. That is where indoor hires actually fail, not on height.

Run through this before you confirm anything:

Floor loading is not a hire desk question. A scissor lift puts its entire weight through four small wheels. On a suspended slab or podium, that is a point load calculation for your structural engineer. We can give you the machine weight and wheel loads. We cannot tell you what your slab will take.

Night work windows change the hire, not just the shift. Mall and hotel fit-out in Dubai is largely night work with fixed access windows. That affects hire duration, whether you need out-of-hours delivery, and how many calendar days you are paying for versus how many hours you actually work.

Platform capacity: the spec beginners forget

Rated platform capacity is people plus tools plus materials. All of it, together.

Two men, a toolbag, a coil of cable and a two-metre length of ducting adds up faster than people expect. The extension deck usually carries a separate, lower rating of its own, which is printed on the deck and routinely ignored.

Overload the platform and the machine’s overload cut-out trips. The lift stops. Not as a warning, as a hard stop.

On a night shift in an occupied mall with a four-hour access window, that is not an inconvenience. That is a lost shift and a rebooked permit.

So state it on every enquiry: how many people, plus how many kilos of material. It takes one line and it is the difference between the right machine and a machine that cannot legally do your job.

Who can operate a scissor lift in Dubai?

Scissor lifts sit under IPAF category 3a (mobile vertical). That is a different category from 3b (mobile boom), and the two are not interchangeable.

A 3a card does not cover a boom lift. Equally, if your operator only holds 3b, do not assume he is signed off for a scissor. Main contractors and mall FM teams check cards at induction.

On harness use, be careful with blanket statements. In a scissor lift, the guardrails are the primary fall protection, and harness use is governed by your site risk assessment rather than being automatic as it is in a boom.

The distinction worth knowing: work restraint stops you reaching a position where you could fall, while fall arrest stops you after you have already fallen. Scissor lifts are a restraint environment; boom lifts are a fall-arrest environment. Your HSE officer will decide which applies on your site.

Two routes if your team is not certified: send them for IPAF training in Dubai, or take the machine on wet hire with a certified operator.

Safety and compliance on Dubai sites

Third-party inspection certificate. MEWPs used on Dubai sites fall under lifting equipment examination and certification. Dubai Municipality guideline DM-HSD-GU48 sets out certification by an EIAC-accredited third-party body on a 12-month cycle. Ask for the certificate by email before delivery, and keep it in the site file. That is the position as of 2026, so verify the current requirement.

Daily pre-use checks, before first use of each shift:

Never improvise height. No ladders, no step stools, no planks across the guardrails. If you cannot reach it from the platform, you have the wrong machine.

Never travel elevated outside the machine’s rated limits. Every unit specifies whether and how far it may be driven while raised, and on what gradient.

Outdoors, wind and heat apply. RT scissor use is subject to the maximum wind speed on the machine’s data plate, and to the MOHRE midday break, which stops outdoor work between 12:30 and 15:00 daily from 15 June to 15 September under Ministerial Resolution No. 44/2022.

Do I need a harness on a scissor lift? Not automatically. Guardrails are the primary fall protection in a scissor lift, and harness use is determined by your site risk assessment. This is different from a boom lift, where a full-body harness with a restraint lanyard is standard practice.

Do I need IPAF 3a to operate a scissor lift in Dubai? An IPAF PAL Card in category 3a is the certification main contractors and facility managers in Dubai routinely ask for at site induction. It is a client and site requirement rather than something we would describe as UAE law, but you should expect the card to be checked. Send your team for IPAF training if they are not yet certified.

Will a scissor lift fit in my building’s service lift? Often yes, if you send three measurements: the lift car width, the car depth, and the door opening, plus the lift’s rated capacity in kg. Compact electric scissors are built to service-lift dimensions for exactly this reason.

The decision, in one line

If the work is straight above a flat firm floor, hire a scissor lift and do not pay for reach you will never use. If you need to get over, around or outside something, you need a different machine.
