Seven in the morning at a villa plot in a gated community. The delivery slot is already half gone.

The low-bed is stopped across the entrance road with the machine still strapped down, and the driver has tried the turn twice. A security vehicle is waiting behind it and will not wait long.

The site engineer is at the gate with a tape measure. Right instinct. The next thirty minutes are mostly about measuring the right thing.

The short answer, what to do in the first thirty minutes

Move the trailer off the live road, then find which of three things stopped you: loaded height against the 4.6 m limit, plot geometry such as gate width, swept path or break over clearance, or permission. If geometry is the problem, unload outside and drive the machine in, or switch to a spider lift.

The five moves, in order

Get the trailer off the carriageway into a safe holding position. Everything else can wait ninety seconds. Establish which of the three constraints actually stopped you. They are not interchangeable. Measure, do not estimate. Clear width between the gate posts, headroom, kerb height at the threshold. Ask whether the machine can come off the deck outside and travel in under its own power. If it cannot, call the supplier and change the machine rather than the trailer.

The three things that actually stop a low-bed, in the order they bite

Height stops you before you leave the yard. Geometry stops you at the gate. Permission stops you on the calendar. They bite in that order, and weight almost never enters into it.

One, height. The constraint that decides everything before you leave the yard

Under Cabinet Resolution No. 138 of 2023, implementing Federal Decree-Law No. 12 of 2023, the maximum dimensions for a tractor plus semi trailer on UAE roads are 21 m long, 2.6 m wide and 4.6 m high. Maximum gross weight runs by axle count, from 21 tonnes on two axles up to 65 tonnes on six.

Now the arithmetic nobody publishes. A low-bed deck typically sits somewhere around 0.8 to 1.0 m above the road, so the usable cargo height before the combination goes over 4.6 m is roughly 3.6 to 3.8 m.

Measure your machine against that number, not against the 4.6 m headline. Deck heights vary by trailer, so take the figure for the specific trailer being sent.

For scale on why this matters, the same resolution sets a fine of AED 3,000 for a dimensional violation and AED 5,000 for intentionally bypassing a weight monitoring point, with overweight penalties charged per tonne up to AED 15,000.

Why height beats weight as a planning constraint

A machine can sit comfortably inside every axle limit and still be over height.

Booms, cab roofs, exhaust stacks, beacons and ROPS frames are the usual offenders. An excavator that folds down neatly on paper often does not fold down that neatly in the yard.

Height is measured to the highest point of the loaded combination, not to the top of the machine’s spec sheet.

Two, geometry. What the plot itself will physically allow

This is where most failed deliveries actually happen, and where almost nothing has been written for Dubai sites.

Gate clear width and headroom

Measure between the actual gate posts, not the nominal opening on the drawing. Ironmongery, gate stops and posts routinely take a hundred millimetres or more out of the stated width.

Then look up. Arches, canopies and gate frames catch loaded machines that would have cleared the width easily.

Turning circle and swept path

A low-bed does not turn like a rigid truck. The tractor unit and the trailer follow different paths, and the trailer cuts in across the inside of the turn.

Swept path is the thing to check, not turning circle alone. A parked car, a skip or a stacked pallet on the approach road can remove the entire manoeuvre without narrowing the gate by a millimetre.

Kerb and ramp break over angle

If you only take one line from this article, take this one. A low-bed grounds out long before it is too wide.

A shallow deck crossing a raised kerb, a steep site ramp, or a change of gradient at the gate threshold will catch the belly of the trailer or the gooseneck. The trailer stops with plenty of clearance either side and nobody can work out why.

Overhead obstructions on the approach

The route matters, not just the gate. DEWA lines, signage gantries, community entrance arches, footbridges and cable crossings all sit at heights a loaded combination will find. Drive the route before the delivery, or ask for photographs of it.

Compound surface and unloading area

Whether the internal surface will carry a loaded trailer at all, whether there is level ground to lower the ramps, and whether fresh backfill will bog the tractor unit. A trailer that gets in and then sinks is worse than one that never entered.

Whether unloading blocks a live road

The check people skip entirely. Even where the trailer fits, unloading needs space and time, and doing it on a carriageway is a permit question rather than a judgement call.

Three, permission. The paperwork and the clock

This is the constraint that cannot be fixed on the day, which is exactly why it deserves attention weeks earlier.

The oversize permit runs on its own clock

An oversize movement needs an RTA permit, and routine applications are commonly quoted at around three working days. Confirm the current processing time and fee on the RTA service page when you apply, because both change.

Whatever the number is on the day, treat it as fixed. It is not a queue that gets jumped because a crew is waiting.

Oversized cargo moves between 02:00 and 05:00

RTA permits trucks carrying oversized cargo to operate in a 02:00 to 05:00 window.

For a plant hire booking that one line rewrites the delivery plan. An oversize machine arrives in the middle of the night, with the gate open, a banksman present and someone awake to receive it, or it does not arrive at all.

Dubai truck bans, the roads and the windows

Three tiers, and all three catch deliveries.

Total 24 hour ban: the Airport and Shindagha Tunnels, Al Maktoum Bridge, the Floating Bridge and Al Qudra Road. Partial ban, 06:00 to 22:00: the city centre, Sheikh Zayed Road and Al Ittihad Road. Intermittent bans on other Dubai streets: 06:30 to 08:30, 13:00 to 15:00 and 17:30 to 20:00.

A restriction on Emirates Road towards Sharjah in the evening peak has also been reported, so confirm the current position for that corridor before planning a late afternoon run north.

Community and free zone rules sit on top of all of it

A legal, permitted, correctly sized trailer can still be turned away at a community gate.

Several communities restrict material movement to set windows, gate on plate numbers supplied in advance, and require contractor registration in their own database separately from any works approval. Reported windows for JLT under DMCC and Concordia, for example, sit at 07:00 to 09:00 and 18:00 to 20:00.

Treat community hours as something to confirm with the community rather than look up, with the exception of zones like Dubai South that publish their own tenant fit out manual.

The access survey nobody has written

Run this before the machine is booked, not on the morning.

Machine height, width, length and weight as loaded, not as specified. Deck height of the specific trailer, and the resulting total loaded height against 4.6 m. Gate clear width and headroom, measured between the posts. Approach road width and swept path for the tractor and trailer together. Kerb heights, ramp gradients and break over clearance at the threshold. Overhead lines, arches, gantries and canopies along the full route. Internal surface, unloading area and level ground for the ramps. Whether unloading blocks a live road, and what permit that triggers. Delivery window against truck ban timings and any community material movement slot. Permit lead time, counted backwards from the required on site date. Vehicle plate numbers, driver details and gate pass or contractor registration. A named site contact who will actually be at the gate at the delivery time.

Before we load a machine, the four things our dispatch team asks for are the gate width, the headroom, a photograph of the approach, and the kerb height at the threshold. Those four answer most of this list in one message.

The alternatives ladder when the low-bed cannot get in

Rung one, unload outside and bring the machine in under its own power

The fastest fix when it is available. A tracked or wheeled machine comes off the deck in a safe area and tracks or drives in.

Be honest about what it needs. A safe unloading area, protection for kerbs, block paving and interlock, a banksman, and permission from the road or community authority if any part of it happens in the right of way. Tracked machines crossing a finished surface need mats or track pads.

Rung two, switch to a smaller or self loading carrier

A smaller flatbed, a beavertail, a tilt bed recovery truck or a self loading carrier can enter where a full low-bed cannot.

Capacity drops with the carrier, so it only works if the machine sits inside the smaller vehicle’s rating. It is a real option more often than people assume.

Rung three, substitute a compact or narrow chassis machine

The same task done with a machine that fits.

Mini excavators, skid steer loaders, narrow chassis scissor lifts and compact boom loaders exist precisely for constrained plots. Shrink the machine and the transport problem usually disappears with it.

Rung four, deploy a spider lift or spider crane

The strongest rung, and the one built for this exact constraint.

A spider lift folds to a narrow tracked footprint, passes through openings a wheeled machine cannot, imposes very low ground pressure, and sets up inside courtyards, atriums and podium areas. A spider crane does the same for lifting work.

We hire spider lifts and spider cranes from our Ras Al Khor yard, and on villa plots and fit out jobs they solve more refused deliveries than everything above them combined.

How to unload from the carriageway lawfully, if there is genuinely no other option

Unloading a machine from a live road in Dubai is work in the right of way. It is not a grey area.

Executive Council Resolution No. 54 of 2021 regulates work in the right of way, and Administrative Resolution No. 273 of 2025 defines it as the public road plus the area extending from the edges of that road to the boundaries of the adjacent plots. The verge outside the gate counts too.

Article 4(a) of Resolution 54 requires a no objection certificate or permit before any work there, which in practice means an RTA occupancy or diversion permit and a traffic management plan through the Right of Way Permits System.

None of that happens in the thirty minutes you have at the gate. So the honest move is usually to hold the trailer, take the measurements and re plan rather than improvise an unload on a live road.

Who pays for a failed delivery

A failed delivery normally costs the transport charge, a return trip, and in the oversize case a fresh permit cycle with a fresh night window.

Where the cost lands usually follows the access information. If the site supplied dimensions that turned out to be wrong, it generally sits with the site. If the supplier sent the wrong carrier for dimensions it was correctly given, it generally sits with the supplier.

Neither of those is a rule, it is how the argument tends to resolve. Read your hire and transport terms before you need them.

One practical instruction for the day itself. Photograph the gate, measure the opening, note the kerb height, and record the time the trailer arrived and left. That evidence takes two minutes on site and is impossible to reconstruct a fortnight later.

A practical example from a Dubai site

A compound in Al Quoz, a boom lift booked for a week of maintenance work.

The delivery failed at the threshold, not on width. The gate was comfortably wide enough, but a raised kerb into the compound caught the belly of the trailer and the deck could not cross it without grounding.

The machine came off the deck in a marked area outside, with a banksman and mats laid across the kerb line, and drove in under its own power. The trailer never entered the plot at all.

When the same client needed access work in the rear courtyard, the return job was booked with a spider lift, which came through the same gate on tracks.

The lesson was not about the trailer. The survey measured the gate and never looked at the ground under it.

Frequently asked questions

What is the maximum legal vehicle height in the UAE? 4.6 m for a tractor plus semi trailer, under Cabinet Resolution No. 138 of 2023 implementing Federal Decree-Law No. 12 of 2023. The same table sets 2.6 m width and 21 m length, with gross weight by axle count from 21 tonnes on two axles to 65 tonnes on six. Above those, the load is abnormal and needs a permit.

How much cargo height do you get on a low-bed trailer? Roughly 3.6 to 3.8 m, because a low-bed deck typically sits around 0.8 to 1.0 m above the road and the total combination cannot exceed 4.6 m. Deck heights vary by trailer, so take the figure for the specific trailer being sent rather than assuming a standard.

How long does an oversized load permit take in the UAE? Routine applications are commonly quoted at around three working days, and the practical point is that the lead time is not compressible on the day of delivery. Confirm the current processing time and fee on the RTA service page when you apply, and count the days backwards from your required on site date.

What times can oversized loads move in Dubai? RTA permits trucks carrying oversized cargo to move between 02:00 and 05:00. That single window shapes the whole delivery plan, because it means the gate must be open, a banksman available and someone on site to receive the machine in the middle of the night.

Which Dubai roads are banned to trucks and at what times? There is a 24 hour ban on the Airport and Shindagha Tunnels, Al Maktoum Bridge, the Floating Bridge and Al Qudra Road. A partial ban from 06:00 to 22:00 applies to the city centre, Sheikh Zayed Road and Al Ittihad Road. Other streets have intermittent bans at 06:30 to 08:30, 13:00 to 15:00 and 17:30 to 20:00.

Can you unload a machine on a public road in Dubai? Not without a permit. Administrative Resolution No. 273 of 2025 defines the right of way as the road plus the area from its edges to the adjacent plot boundaries, so the verge counts, and Article 4 of Resolution 54 of 2021 requires a no objection certificate or permit first. That means an RTA occupancy or diversion permit with a traffic management plan.

What should you do if a low-bed cannot turn into a site gate? Move the trailer off the live road first, then work out whether it is width, swept path or break over clearance at the threshold. Break over is the usual culprit and the least expected. If the machine can be unloaded safely outside and driven or tracked in, do that. Otherwise change the machine.

What is the alternative to a low-bed delivery on a tight plot? A smaller or self loading carrier, a compact machine such as a mini excavator, skid steer or narrow chassis scissor lift, or a spider lift or spider crane that tracks in through the gate. On genuinely tight plots the spider machine is usually the answer, because it removes both the transport and the setup constraint.

Send us the gate dimensions before you book the machine

Two useful ways to use us.

Send the gate width, the headroom, photographs of the approach and what the task is, and we will tell you which machine and which carrier will actually get in, including when the answer is that a low-bed will not. Get in touch here.

Or book the machine that removes the problem. Spider lifts and spider cranes, mini excavators, skid steer and backhoe loaders, boom loaders, and self propelled boom lifts, man lifts and scissor lifts that travel in under their own power once they are off the deck, with operators on request.

Permit and ban rules differ by emirate, so tell us the destination as well as the machine. We deliver across Dubai, Sharjah, Ajman, Abu Dhabi, Ras Al Khaimah and Al Ain.
