The job is closed. The invoice arrives. And there it is: a refuelling line, an AdBlue top up, and a charge for bucket teeth.

Your site team says the machine was refuelled. Nobody remembers the teeth.

Fuel and consumable charges in Dubai are usually small lines on a big hire. But they cause more arguments than almost anything else on a rental invoice. We run a rental desk in Dubai, so we see these questions every week. This guide explains how these charges are normally set, what is fair, and how to check and query them without a fight.

If fuel and consumable charges are disputed in Dubai, start with the fuel policy in your quote or hire agreement. Then ask the rental company for fuel gauge and hour meter photos at delivery and return, any refuelling log, and a parts list. Compare them with your site records and send a short written query.

1. Who Normally Pays for Fuel on Rented Equipment in the UAE?

In most UAE dry hire arrangements, the hirer supplies fuel while the machine is on hire.

Some UAE rental terms say exactly that: the hirer provides fuel, oil and grease. Others say fuel is the hirer’s responsibility unless agreed otherwise in writing. Either way, the starting point is usually you, not the rental company.

The picture changes when an operator is supplied.

Here is the catch. “Wet hire” does not mean the same thing at every company. One supplier’s wet hire includes fuel, another’s covers only the operator. So never assume. Check what your quote actually says.

The most common question we hear on fuel is simply: “Wasn’t that included?” The quote is where the answer lives.

This is general guidance, not legal advice. Check your own hire agreement and quote.

The common fuel policies explained

Most fuel disputes come down to which of these policies applies:

Now, the question that annoys everyone: why does refuelling by the rental company cost more than doing it yourself?

Because it is not just diesel. It is a driver’s time, a bowser or jerry cans, travel to site and handling. Car hire works the same way. If the company fills the tank for you, a refuelling service charge applies on top of the fuel.

The simple way to avoid it is to return the machine at the agreed level.

2. What Counts as a Consumable on Hired Equipment?

Hire terms normally separate two things. There is the hire of the machine itself. And there are the items that get used up by working it.

Some of those items are covered through routine servicing. Others are charged to the hirer. Exactly which ones depends on your contract, but here is how it usually looks.

Excavators, backhoe loaders, skid steers and wheel loaders

The typical consumables are bucket teeth and adapters, cutting edges, breaker chisels, grease, and hydraulic oil top ups after a hose failure.

Ground engaging parts are the classic grey area. The UK CPA Model Conditions put re sharpening or replacing bucket teeth, blades and drill bits on the hirer. That is UK industry practice, not UAE law, and UAE terms vary. But the reasoning is widely shared: teeth wear according to the ground and the operator, not the machine. This applies on backhoe loader rental, skid steers and mini excavators alike.

Access platforms and telehandlers

On diesel units, the consumables are fuel and AdBlue (diesel exhaust fluid) where it is fitted.

On electric units, “fuel” means battery charge. That brings in the charger, a suitable site power supply, and a flat battery if the machine was left uncharged. This covers electric and diesel scissor lifts as well as diesel, electric and hybrid spider lifts.

On boom loader rental, expect fuel, AdBlue and attention to fork attachments.

Generators

Fuel is the obvious one. On long hires, engine oil and filter changes come due at service intervals, which are planned by running hours.

Distribution cables and connectors are accessories, not consumables, but they can still be charged if lost or damaged.

Who pays for routine servicing on a long generator hire should be written in the quote. If it is not, ask.

Cranes and trucks

Fuel and AdBlue again. On operated cranes there is one more question: fuel used while idling with the engine on. In hot months, operators often keep engines running for air conditioning. Agree how that is handled before the hire. Our mobile crane rental team is happy to talk it through, and the same applies to tipper trucks and water tankers.

Cleaning is not a consumable, but it often sits on the same line

Cement, paint, epoxy and mud are common on Dubai sites. Cleaning a machine back to a rehire condition is often chargeable.

But cleaning is not a consumable. It should be a separate line, so you can see exactly what you are paying for. If cleaning sits next to damage on your invoice, our guide on what to do when a damage charge appears at off hire in Dubai covers that side.

3. A Typical Fuel Query at Our Rental Desk

A subcontractor working on a site in Dubai South called our desk about a refuelling line on the invoice for a 3 ton mini excavator.

They had hired it for two weeks. At collection, our driver photographed the fuel gauge at about a quarter. He also noted two bucket teeth missing. So the invoice showed a refuelling line and replacement teeth.

The site engineer was polite, but certain. “We refuelled it yesterday.”

We did not argue. We sent the photos.

The delivery photo showed a full tank. The collection photo showed a quarter, with the date and time on both. We also sent the hour meter reading at both points. That reading showed the machine had worked hard on the last day.

The engineer went back to his team. A few hours later he called again. The refuel had happened, but on a different machine on the same site. An easy mistake on a busy day.

Then we talked about the teeth. We explained that the contract listed ground engaging parts as the hirer’s cost, because their wear depends on the ground and the digging. We also confirmed the bucket had been checked at dispatch, with all teeth in place.

His last question was a fair one: how was the refuelling line priced? We explained the per litre basis and the service element for the driver and the trip.

The invoice was settled as normal. No raised voices, just records on both sides. If you need this kind of machine, see our mini excavator rental in Dubai.

4. How to Check a Fuel or Consumable Charge Before You Query It

Before you push back, spend ten minutes checking. Sometimes the charge is wrong. Sometimes, like in our story, the answer is on your own site.

Check the policy in your quote and hire agreement

Look for five things:

Check the readings

Compare the fuel level at delivery and at return. Compare the hour meter at both points too. For generators, pull the bowser delivery notes with litres and dates. On newer engines, check for AdBlue warnings.

Check the price basis

What per litre price was used, and is there a service element on top?

On long hires, remember that UAE retail fuel prices are set monthly by the UAE Fuel Price Committee, with new prices announced each month. So the price basis can change from one month to the next. A higher line in one month is not automatically an error.

Check the parts list

For consumables, ask what was replaced, how many, and whether those parts were already worn at dispatch.

5. How to Dispute Fuel and Consumable Charges, Step by Step

If the numbers still do not add up, work through it in order.

Step 1: Ask for the supporting records

Request the delivery and collection photos of the fuel gauge and hour meter. Ask for any bowser or refuelling log. For consumables, ask for a parts list with photos of the worn or broken parts. A fair rental company should have these ready.

Step 2: Gather your site records

Pull your fuel receipts or site fuel issue log. Add the operator’s daily checks, your own photos from delivery and collection, and any messages with the rental desk. Note who refuelled which machine, and when.

Step 3: Match the numbers

Compare the litres charged with the tank size and the change on the gauge. Compare the running hours with the fuel used. For generators, compare the litres delivered with the load and hours run. If the numbers line up, the charge is probably fair. If they do not, you have a clear point to raise.

Step 4: Write a short query

Keep it simple and factual. Include the invoice number, the machine, the line you disagree with, why, the evidence, and what you are asking for. That might be removing the line, reducing it, or explaining the price basis.

Something like this works well:

We are querying the refuelling line on the invoice for the mini excavator collected from our Dubai South site. Our fuel log shows the machine was refuelled the day before collection. Please could you share the delivery and collection gauge photos, hour meter readings and the per litre basis used, so we can review.

Step 5: Pay the rest and keep the query open

Many hire terms say you cannot hold back the whole invoice over one disputed line. So pay the undisputed lines, and keep the query open on the rest. It keeps your account in good standing.

Step 6: Close it in writing

Confirm the agreed outcome by email. If the charge is reduced or removed, the correction should come as a revised invoice or a tax credit note, not a deleted invoice. Pass it to your accounts team.

This is general guidance, not legal advice. Check your own hire agreement and quote.

6. What If Wrong or Contaminated Fuel Was Used?

This one is serious, and it happens more often than people think.

Petrol in a diesel machine. Water or dirt in the tank. An AdBlue warning ignored until the engine derates. Any of these can stop the machine and damage the fuel filter, the injectors or the whole fuel system.

Many hire terms make the hirer responsible when the hirer supplied the wrong or contaminated fuel. The UK CPA conditions work this way, for example.

What usually happens is not carelessness. A jerry can gets mixed up, or a site tank has a problem nobody knew about.

If it happens:

Our 24/7 support line is there for exactly this. The sooner we know, the less damage there is.

And if the machine arrived with a fuel problem, report it at once, in writing. That record protects you.

This is general guidance, not legal advice. Check your own hire agreement.

7. How Fuel Works on Generator Hires in Dubai

Generators are where fuel becomes the biggest line on the invoice. There are usually three setups:

If someone else refuels, ask for proper records for every delivery:

With those, you can match what was delivered against how long the generator ran.

This matters on events with fixed build and break windows, and on construction sites waiting for a permanent supply. On many Dubai sites, DEWA connection timing decides how long a generator stays. A long, open ended hire makes good fuel records even more important. If you are planning generator rental, agree the fuel setup in writing before it arrives.

8. How to Agree Fuel and Consumable Terms Before the Hire

Most fuel disputes are really surprises. Remove the surprise on day one.

Before your next hire:

A fuel log by machine would have saved our Dubai South engineer a phone call. It takes seconds per refuel.

While you are agreeing terms, check how idle days are billed too. Our guide on what to do when you are billed for idle standby days in Dubai covers that.

9. How Dream Way Handles Fuel and Consumables

“Fuel and wear parts should never be a surprise. We would rather agree them on the first call.”

That is how we approach it. Every machine is checked before it leaves our yard in Ras Al Khor Industrial Area 2, and we keep maintenance records current for each unit. So when we talk about the condition of a bucket or a fuel system, it is on record.

If a machine has a problem on site, including a fuel related fault, our support runs 24/7, and we arrange a machine swap so the work keeps moving.

We are FTA registered, so any fuel or consumable line comes on a proper VAT tax invoice.

If a line on a Dream Way invoice is not clear, ask us. We will explain where it came from and how it was measured.

10. Frequently Asked Questions

Who pays for fuel when I rent equipment in Dubai?

Usually the hirer, on dry hire. Many UAE terms say the hirer supplies fuel, oil and grease while the machine is on hire. With wet hire or long generator hires, the rental company may supply fuel and charge for it. Your quote and hire agreement decide which applies, so check them first.

What does full to full mean on construction equipment hire?

Full to full means the machine is delivered with a full tank and should be returned full. If it comes back lower, the rental company refuels it and charges for the fuel plus a service element. Photograph the fuel gauge at delivery and return to avoid disputes.

Why is a refuelling charge higher than the pump price?

Because it covers more than the diesel. When the rental company refuels, it pays for a driver’s time, a bowser or jerry cans, travel and handling. That service element sits on top of the fuel. You avoid it by returning the machine at the agreed fuel level.

Are bucket teeth and cutting edges charged on excavator rental?

Often, yes. Many hire terms treat bucket teeth and cutting edges as the hirer’s cost, because their wear depends on the ground and the operator. A fair rental company checks them at dispatch and shows you what was replaced. Check the consumables clause in your agreement.

Who pays if the wrong fuel was put in a rented machine?

Usually the hirer, if the hirer supplied the wrong or contaminated fuel. Many hire terms say so. Stop the machine at once, call the rental desk, and do not try to fix it yourself. Keep records of the fuel source, since they matter for both sides.

How is fuel billed on a generator rental?

It depends on the setup. Either you refuel it yourself, or the rental company refuels on a schedule and bills litres delivered, or a fuel management service applies. Ask for date, time, litres, tank level before and after, and hour meter readings for every delivery.

Is VAT charged on fuel and consumable charges?

Yes. Fuel and consumable charges billed by a VAT registered UAE company carry VAT at the standard 5 percent rate, which has applied since 1 January 2018 according to the UAE Ministry of Finance. Any reduction should be issued as a tax credit note.

What evidence helps if I dispute a fuel charge?

Time stamped photos of the fuel gauge and hour meter at delivery and collection, your site fuel issue log and receipts, and the operator’s daily checks. Ask the rental company for its own photos and refuelling log too. Matching the two sets usually settles it quickly.
