Nobody inside the zone had approved the pass request. The machine was correct, the driver was correct, the delivery note was correct, and the truck came back to Ras Al Khor anyway.

That is the difference between free zone vs mainland equipment rental in Dubai, and it has almost nothing to do with the machine. The plant, the rate and the operator are usually identical on both sides of the line. What changes is access control and paperwork.

Short Answer: Can a Mainland Equipment Rental Company Deliver Into a Dubai Free Zone?

Yes. A Dubai mainland licensed equipment rental company can deliver plant into a free zone. Mainland companies may operate anywhere in the UAE, including within free zones. What changes is access: the site needs a gate pass approved by a free zone registered company inside the zone before the truck arrives.

That comes from DMCC’s own guidance, which states that mainland companies are free to do business anywhere in the UAE and are eligible to operate within any free zone, while free zone companies generally cannot trade in the mainland without a local distributor or agent.

Note which way that restriction runs. A mainland supplier reaches everywhere. A free zone only supplier is the one with the limitation.

But permission to trade is not permission to enter. Entry is controlled by the free zone authority and its security gate, and that is where every extra step in this article lives.

What “Free Zone” Actually Means When You Are Booking a Machine

Forget the tax definition for a moment. For a site manager, a free zone is a fenced estate with a manned barrier, a security department, and in several cases a customs presence.

The exact declaration treatment for hired plant entering and leaving varies by zone and by whether the machine crosses a customs controlled boundary. UAE free zone declaration types include Import (FZ Inbound), Export (FZ Outbound), Transfer (FZ Transit), Re-export and Temporary Admission, and which one applies to your movement is a question for the specific free zone and your clearing agent. We will not guess at it here, and neither should your supplier.

The same three-layer principle applies at DAFZA, DMCC, Dubai South and Dubai Silicon Oasis. The administration and the portal differ per zone, which is why the zone-by-zone section below exists.

Designated zones and the VAT question

This one catches people out, so it is worth getting right.

The Federal Tax Authority treats Designated Zones as being outside the territory of the UAE for VAT purposes, and maintains a published list of them.

But read what that relief is actually written around: goods. Article 51(5) of the VAT Executive Regulations places the supply of goods in a designated zone inside the State unless specific exceptions apply, and the services exception at Article 51(7) is narrow, aimed at shipping and delivery connected to goods supplied by a non-resident unregistered supplier.

Equipment rental is a supply of services. So expect a standard 5 percent VAT tax invoice even when your site sits inside a designated zone.

There is a second reason not to assume relief: not every free zone is a designated zone. The two categories are not the same list.

Gate Passes Explained: Tasreeh, Cargo Passes and Who Applies

What Tasreeh is

Tasreeh is the electronic gate pass system operated by the PCFC Security Department, meaning the Ports, Customs and Free Zone Corporation. It covers Jafza, Jebel Ali Port, Hamriya Port, Rashid Port and Dubai Maritime City, and runs 24/7 online.

The application flow, from JAFZA’s own guide:

  1. Create an account at tasreeh.ae
  2. Build your profile and select the company you need to visit
  3. Upload the documentation the platform requests
  4. Wait for that company to approve the request
  5. The gate pass is issued and emailed to you

For a one time visit, a day pass can be requested directly from the host company instead.

The free zone company on site has to approve the request. Not you, and not us. That single sentence is the one that changes behaviour, and it is the reason our desk asks who your sponsor is before we confirm a delivery slot.

The pass types that matter for plant hire

The practical conclusion is about duration. A monthly boom lift hire is a different pass problem from a one day lift, and the tools and equipment pass range of one day to three months is precisely what allows a machine to stay inside the zone for the length of a hire.

The JAFZA guide does not publish the document list or the fees, so we are not going to invent them. The platform requests supporting documents at registration, and your host company will know what their security department asks for.

Cargo gate passes on Dubai Trade

There is a second route, and it works differently.

For a cargo e-Gate Pass in Jebel Ali Free Zone via dubaitrade.ae: log in, go to Request and select eGate Pass Request, find the customs declaration by declaration number or simple search, select and add it, enter the number of gate passes and the vehicle details, add further vehicles if needed, then submit and pay by card or advance deposit account.

Two facts from that process catch people out constantly.

The cargo gate pass is built on top of an existing customs declaration. No declaration, no pass.

The cargo e-Gate Pass becomes invalid after 48 hours.

That 48 hour clock means you do not raise the pass a week early, and you do not raise it before the delivery date is firm.

From the yard. A signage and events company on a Jebel Ali job raised the cargo gate pass well ahead of a delivery date that then moved by three days. By the time the truck was loaded and ready, the pass had expired. We rescheduled to a firm date and raised the pass inside the valid window. Fix the date first and raise the pass second, in that order.

Nobody inside the free zone had approved the pass request, so the truck sat outside the gate and came back to Ras Al Khor empty. We got the site’s free zone tenant on the phone, had the sponsorship raised, and redelivered once the pass came through. On that inspection certificate, Dubai Municipality’s technical guidance for the examination and certification of cranes, hoists, lifts and other lifting equipment sets out what it must contain. That Dubai Municipality guidance sits in the Municipality’s jurisdiction. PCFC areas apply Trakhees EHS requirements, so treat the 12 month cycle as the general Dubai expectation and confirm the zone specific requirement rather than assuming the DM document governs inside every free zone.

Ask your supplier for the current certificate before the truck leaves, not after it is turned around.

From the yard. A warehouse and logistics operator in JAFZA was doing racking and lighting works. The site’s safety officer asked for the current third party inspection certificate for the lifting equipment before allowing it to be used, and the contractor had no copy in hand. We sent the current certificate from the yard file the same morning, with the serial number and safe working load matching the exact machine that had been delivered. The certificate has to match the machine that arrived. Ask for it against the serial number, not against the model.

Zone by Zone: What Changes Across Dubai’s Main Free Zones

JAFZA and Jebel Ali

The most documented zone, and the one with the fullest pass system. Tasreeh, the PCFC Security Department, tools and equipment passes, service vehicle day passes, and the separate Dubai Trade cargo e-Gate Pass route all apply here.

There is a second layer. Trakhees, the PCFC regulatory arm, regulates construction and business activity in designated areas including JAFZA, Palm Jumeirah, Nakheel developments, Dubai World projects and Dubai Waterfront, covering construction and building permits, fit-out and renovation approvals, EHS approvals and licensing. That description comes from an industry consultancy source, so verify the current requirement directly with Trakhees for your specific works.

Practical line: in Jebel Ali, assume both a gate problem and a permit problem, and solve the permit first, because the pass often references it.

DAFZA, Dubai Airport Free Zone

Honest position: DAFZA operates its own gate pass regime and publishes a gate pass document, but the detailed procedure, documents and fees were not verified during our research. Check directly with the authority at dafz.ae.

What to expect by analogy and confirm before booking: host company sponsorship, vehicle and driver details, and restricted delivery windows given the airport adjacency.

Practical line: airport adjacent zones are the least forgiving on unannounced vehicles, so get the delivery window confirmed in writing.

DMCC and JLT

The free zone authority is DMCC, and its own guidance confirms that mainland companies may operate within any free zone while free zone companies generally cannot trade in the mainland without an agent.

Fit-out and contractor access in JLT is widely reported by the industry as running through the community facility manager Concordia in addition to DMCC approvals. Those are consultancy sources rather than official ones, so confirm with your building management.

Practical line: in JLT the tower’s own building management is usually the real gatekeeper for a machine, including service lift access, floor loading and out of hours working. Most JLT fit-out work is scissor lift rental in Dubai work, and the lift car dimensions matter more than the free zone gate.

Dubai South

Dubai South operates its own free zone administration. The detailed gate pass procedure was not verified in our research and must be confirmed with the authority.

What does matter here regardless: large plots and long internal distances mean delivery routing is a genuine part of the problem, not an afterthought. Confirm both the gate and the internal route.

Practical line: on large plot zones the gate is the easy part and finding the plot is the slow part. Give your supplier a location pin as well as a plot number.

Dubai Silicon Oasis

Now administered within the Dubai Integrated Economic Zones landscape. Approvals and NOC services are widely offered by consultancies, which tells you a formal approval process exists, but the specific gate and equipment entry procedure was not verified here.

Practical line: treat DSO like a managed community. Request the NOC early and confirm whether the works need an approval reference before the pass is raised.

What about Dubai Investment Park, Al Quoz and Ras Al Khor

Worth clearing up, because it confuses people regularly. DIP, Al Quoz and Ras Al Khor are mainland industrial areas, not free zones. They look industrial, they have gated compounds, and none of that makes them free zones.

Practical line: a gated compound is not the same as a free zone, and the difference decides whether you need a zone pass or just the landlord’s permission.

Lead Times and What Free Zone Access Does to Your Programme

The principle, rather than a made-up number of days: mainland delivery is limited by fleet availability. Free zone delivery is limited by whichever is slower, fleet availability or pass approval.

  3. Confirm the host company sponsor
  4. Book the machine and the dates
  5. Submit the pass request

Then the calendar overlay. The Dubai summer midday break restricts outdoor work in the hottest months, and Ramadan shifts working and delivery hours. Both compress the usable window inside industrial zones, and both change how many days of hire you actually need rather than just when you work.

From the yard. A facilities management team planned external works on an industrial free zone plot, assuming a full working day of outdoor lifting in peak summer. The midday break rules meant the productive window was far shorter than the hire had been priced against. We split the works across a morning and a late afternoon window and adjusted the hire period so they were not paying for hours nobody could work. In summer, plan the free zone job around the working hours rules first and the machine second.

The machine rate is usually the same. What differs is the risk of avoidable cost around the rental.

Four buckets, honestly:

1. The rental itself. Daily, weekly or monthly, unchanged by which side of the line your site sits on.

A fit-out in JLT versus the same fit-out in Business Bay

Same scissor lift, same two week hire, same crew. Two very different weeks.

Business Bay: building management approval, service lift booking, an out of hours delivery window agreed, machine on site the following morning.

JLT: DMCC and building management approval, community access arranged, floor loading confirmed, and the gate pass step on top of all of it.

From the yard. An interior and fit-out company working a JLT tower had free zone access sorted without difficulty. Then the building’s service lift could not take the scissor lift they had booked, and floor loading had not been checked. The machine reached the plot and never reached the floor. We swapped to a smaller machine sized to the lift car and the floor loading, delivered the same day, and briefed the crew at handover. In tower fit-outs the free zone gate is rarely the hard part. A warehouse racking job in JAFZA

A warehouse operator needs a forklift and a boom lift for high level racking and light fittings. Man lift rental in Dubai often joins the same delivery for the tighter aisle work.

Here the host company is the free zone licensee, so sponsorship is straightforward. Two things still need attention: the equipment pass duration has to match the hire length, and the inspection certificate has to be current against the exact machine.

Lesson line: when the customer is the free zone company, the pass is simple. When the customer is a subcontractor to the free zone company, it never is.

A mainland subcontractor’s first free zone job

This is the hardest case, and it is the situation most readers are actually in. No free zone licence, no portal account, no relationship with the security department.

The fix is not complicated once you see it. Everything routes through the main contractor or the free zone tenant as sponsor, and your rental supplier provides a clean machine document pack so that sponsor has nothing to chase.

From the yard. A small mainland contractor working under a main contractor at Dubai South assumed his own trade licence would get him through the gate. He had not been added to anything by the main contractor. We paused the delivery rather than sending a truck on a maybe, and worked the booking around the main contractor’s site access list once it was issued. You do not need a free zone licence to work inside one. You need someone inside it to sponsor you, and it is worth losing a day to find that person rather than losing a day at a gate.
