If you are reading this, you have probably already chosen the machine and fixed the date, and now the paperwork has stopped you. Here is the short answer first.
Documents required to rent equipment in Dubai:
- Valid trade licence copy
- TRN or VAT registration certificate
- Emirates ID or passport copy of the authorised signatory
- Signed quotation or LPO
- Site address with Makani number plus a site contact number
- Security deposit or an approved credit account
- Operator certificates, if you are supplying your own operator
That is the list our hire desk asks for on a normal Dubai hire. Your site, developer or free zone may add to it.
The rest of this page covers the two things the list above does not: what you must demand back from the rental company, and what the site itself needs before the machine can come through the gate. Those two are where hires actually fail.
1. What you give the rental company
If you are hiring as a company:
- Trade licence copy, valid and covering the activity
- TRN or VAT certificate, so the tax invoice is issued correctly
- Emirates ID or passport and visa page of the authorised signatory
- Company stamp on the signed quotation or LPO
- Credit application and trade references, if you want payment terms
- Security deposit or security cheque, depending on the arrangement
- Project name, full site address with Makani number, and a site contact who will answer the phone on delivery day
The Makani number matters more than people expect. A driver with a trailer and a landmark description is a driver who will call you six times.
If you are hiring as an individual:
- Passport or Emirates ID
- A deposit, usually
- Realistic expectations: individual hires are typically limited to smaller machine classes and shorter terms, and credit is unlikely
If you are a brand-new company:
Be ready for advance payment or a security deposit rather than 30-day terms. That is not personal, and every rental company in Dubai works the same way with a new account and no trade history.
What shortens the path to credit terms: a valid trade licence, a TRN with proper VAT invoicing, a completed credit application, two or three trade references, and a clean payment record on your first few hires. Most customers who ask for terms on hire one get them by hire four.
2. What you must demand from the rental company
This is the half of the transaction nobody tells first-time hirers about. Ask for all of it before delivery, not on the day.
Valid third-party inspection (TPI) certificate. Under Dubai Municipality guideline DM-HSD-GU48, cranes, hoists, lifts and other lifting equipment used on Dubai sites are examined and certified by an EIAC-accredited third-party body on a 12-month cycle. That is the position as of 2026, so verify the current requirement.
Now the part that matters, and it is the sharpest practical tip on this page:
Check that the serial number on the certificate matches the serial number on the machine’s data plate. Then check the expiry date.
A certificate for a different machine of the same model is worthless. It happens on busy fleets, it is usually an honest filing error, and it will still get your machine rejected at the gate. The check takes fifteen seconds and it should be part of your delivery routine.
Operator documents, on wet hire. IPAF PAL Card in the correct category (3a for scissor lifts, 3b for boom lifts, 1b for truck-mounted and spider units), plus a licence for crane operators, plus Emirates ID. Your HSE officer will want copies before induction. If your own team is not yet certified, our IPAF training in Dubai covers the categories.
Third-party liability insurance certificate. Ask for it in writing. Most sites will ask you for it anyway.
Delivery note or handover certificate with the machine condition recorded at handover.
Load chart for any crane, and test certificates for slings, shackles and lifting gear.
Operating manual present on the machine, not “available on request”.

Before delivery, please send: TPI certificate with the machine serial number, operator PAL Card copy (if operated hire), third-party liability insurance certificate, and the confirmed delivery slot. Thank you.
Ten seconds to send. It has saved more hires than any other single habit we recommend.
3. What the site, developer or authority requires
The rental company cannot arrange most of this. You can, but only if you start early enough.
From the main contractor or site management:
- Gate pass for the vehicle and the delivery crew
- HSE induction for anyone who will be on site, including a supplied operator
- RAMS submission, meaning your risk assessment and method statement
- Permit to work, where the site operates a permit system
- PPE compliance and worker ID copies
From the developer or community:
Emaar, Nakheel, DIFC and TECOM or DDA areas each run their own approval regimes for works and deliveries. A machine going into a Downtown tower or onto Palm Jumeirah is a different administrative exercise from a machine going onto an open plot in DIP. Check the requirement before you book the date.
From free zones:
Trakhees governs JAFZA, Dubai World Central and Nakheel-governed areas, with its own approval and permit structure. JAFZA also has its own gate procedures. Free zone work often needs a separate work permit on top of everything above.
From RTA:
RTA operates a mobility permit for heavy construction vehicles and trip-based permits for oversize and special loads, with escort vehicles required in some cases. Heavy-vehicle movement is also subject to peak-hour road restrictions, which is why so many large machine deliveries in Dubai happen overnight.
From DEWA:
Clearance and coordination where work is near overhead power lines or buried services, including at proposed crane outrigger positions.
For roadside work:
Traffic management approval and, where applicable, Dubai Police coordination. This applies to almost any truck-mounted platform working from a public road.
One more on VAT. UAE VAT is 5%, Federal Tax Authority registration is mandatory above AED 375,000 in taxable supplies, and your supplier’s TRN must appear on a valid tax invoice for you to recover input VAT. If the invoice arrives without a TRN, send it back.
The T-minus timeline: will you be ready by Thursday?
The honest answer depends on which items you have not started. Some are same-day. Some are not.

Read that table as a warning about the top row. The trade licence, the LPO and the certificate can all be sorted in an afternoon. The NOC and the RTA permit cannot.

Why hires get rejected at the site gate
Six reasons cover almost everything we see:
- Expired or mismatched TPI certificate. Wrong serial number, or the certificate ran out last month.
- Operator without the right IPAF category. A 3a card holder sent to run a boom lift.
- No gate pass or incomplete induction. The machine arrives before the people are cleared.
- No NOC for the community or free zone.
- Oversize machine moved without an RTA permit, or moved during restricted hours.
- Site not ready. No cleared off-load area, so the trailer waits, and waiting time starts being charged.
The last one is the most avoidable and the most common. Clear the off-load area the evening before.
FAQs
Can I rent construction equipment in Dubai without a trade licence? As an individual, sometimes, for smaller machine classes and usually against a deposit and advance payment. For a company hire, a valid trade licence is standard and you should expect to be asked for it, because the rental company is releasing a high-value asset against a legal entity.
Do I need a TRN to rent equipment in Dubai? You need one if you want to recover the 5% VAT on the hire. The supplier’s TRN must also appear on the tax invoice for it to be valid. If your company is not VAT registered you can still hire, but the VAT becomes a real cost rather than a recoverable one.
Is a security deposit required for equipment rental in Dubai? Commonly, yes, particularly for a first hire or a new account. Deposits and credit terms vary by customer, machine value and hire duration, so treat them as a matter for the quotation rather than a fixed rule.
What certificate should I ask the rental company for? The third-party inspection certificate for that specific machine, issued by an EIAC-accredited body under Dubai Municipality guideline DM-HSD-GU48. Check the serial number on the certificate against the machine’s data plate, and check the expiry date.
Do I need an NOC to bring a machine onto site in Dubai? It depends entirely on where the site is. Developer-governed communities and free zones such as Emaar, Nakheel, DIFC, TECOM and Trakhees-regulated areas each operate their own approval regimes. Open mainland plots often need nothing beyond the main contractor’s gate pass. Confirm before you book the date.
How long does it take to arrange the paperwork for a hire? If you already have an account and the site needs no special approval, a hire can be arranged the same day. If you are a new customer needing a credit account, or the site needs a developer NOC or an RTA movement permit, plan on a week.
What happens if the machine arrives without a valid certificate? Expect the main contractor to refuse it at the gate. The machine goes back on the trailer, you lose the day, and depending on your contract you may still be charged for the mobilisation. This is why you ask for the certificate in advance rather than on arrival.
