Bare hire, also called dry hire, means the machine only. You supply the operator, the certification, and the day-to-day responsibility for how the machine is used. Picture the morning. Your boom lift is on the trailer at the main contractor's gate in Business Bay. Your two men are on site. The programme says you start today. The HSE officer asks for the operator's certificate. Your man does not have one. Not the wrong category, not expired: none. The machine does not enter. It goes back on the trailer, or it sits in the lay-down area while you make phone calls, and the hire clock keeps running either way. We have watched that exact morning play out more times than we would like. It is almost always a small contractor who did everything else right and treated the operator question as an afterthought. That is what this article is about. Wet hire is not the expensive option. Read the quotation rather than assuming. **Your supervision duty does not disappear.** A supplied operator runs the machine. He does not manage your site, your permit, or your job. One more practical note. Terminology in the UAE market is inconsistent. You will see the same arrangement described as operated hire, O&M hire, or plant hire with operator. They all mean wet hire. For MEWPs, the standard evidence is an [IPAF PAL Card](https://www.ipaf.org/en/pal-card), and the category matters: - **3a** for mobile vertical machines, meaning [scissor lifts](https://dreamwayrental.com/scissor-lift-rental-dubai/) - **3b** for mobile booms - **1b** for static booms, which covers truck-mounted and [spider lifts](https://dreamwayrental.com/spider-lift-rental-dubai/) A card in one category does not cover another. Your scissor lift operator is not certified to run a boom lift, and site HSE teams know it. For [mobile cranes](https://dreamwayrental.com/mobile-crane-rental-in-dubai/), you need a licensed crane operator, plus rigging and signalling competence on site. In practice, cranes go out on wet hire almost without exception. Main contractors, mall management and facility managers across Dubai check certificates at induction as routine. This is a client and site requirement rather than something we would describe as UAE law, but the commercial effect is identical: no card, no work. There is an employment dimension too, and we will be careful here because it is not legal advice. Your operator should be your own employee under a valid [MOHRE](https://www.mohre.gov.ae/) contract, with the correct job description, and with site induction and gate pass completed. Borrowing a certified man from another company for a week carries real risk. Check that one with your PRO or legal advisor rather than with a hire desk. This is a genuine two-way decision, and we will not pretend it always points one way. **Train your own operators if…** - You hire the same machine class for roughly 8 to 10 weeks a year or more - Your staff stay. Training a man who leaves in four months is a donation - Your work is repetitive, meaning the same machine on most jobs - You want control over scheduling and do not want to depend on operator availability at peak times - You can spare the days off site for the course The number that changes the maths, and that beginners always forget: a PAL Card is valid for five years. You are not buying a one-year benefit. Spread across five years, a course looks very different from how it looks on this month's cash flow. **Take wet hire if…** - Hires are short or irregular - Machine classes vary from job to job, so one card would not cover your work anyway - The job starts before training can realistically be scheduled - You have no appetite for operator liability and the supervision burden - You are trialling a new type of work and do not know yet whether it will repeat - You are covering a seasonal peak ### The hidden costs on each side **Training side:** the course fee is only part of it. Add days off site, replacement cost if the trained man leaves, refresher at the five-year mark, and the fact that a PAL Card does not remove the need for machine-specific familiarisation on every new model your operator steps into. That familiarisation still has to happen on site, every time. **Wet hire side:** the operator day rate is quoted against standard hours, with overtime beyond them. Add transport and accommodation if the job is outside Dubai. Add standby time, which is what you pay when your site is not ready and a supplied operator sits waiting. Answer these four questions and you will know: 1. How many weeks a year will you use this machine class? (Under 8, lean wet hire.) 2. Do you have staff who will still be here in two years? (No, lean wet hire.) 3. Will the machine class change from job to job? (Yes, lean wet hire.) 4. Does the job start within the next three weeks? (Yes, wet hire this one and train for the next.) Most small Dubai contractors land on wet hire for the current job and training for the next year. That is a perfectly sensible answer. ## What wet hire does NOT cover This is the part contractors get wrong most often, because "operator supplied" sounds like "everything supplied". It is not. Even on wet hire, the following normally remain your responsibility as the hirer: - The appointed person who plans and controls a lift - The lift plan and method statement (RAMS) - The banksman or signaller and the exclusion zone - The permit to work - Site induction and gate passes, including for the supplied operator - Confirming load weights, dimensions and lifting points - Ground conditions and structural sign-off where the machine sets up on a slab, podium or backfilled ground The principle in one sentence: the rental company is responsible for a safe, certified machine and a competent operator. You remain responsible for a safe, planned job. We say this on the phone during booking, and occasionally it surprises people. A crane operator will not write your lift plan. A boom lift operator will not decide your exclusion zone. They will run the machine competently within a plan that somebody on your side has to produce. That last one matters more than people expect. Out-of-hours operator availability is a scheduling question, and it should be confirmed at quotation stage, not on the day. **How a day is counted.** Operator rates are quoted against standard hours. Beyond those hours, overtime applies. Get the standard hours and the overtime basis written into the quotation so there is nothing to argue about at invoice stage. **Out-of-emirate work.** For sites in Abu Dhabi, Al Ain, Ras Al Khaimah, Fujairah or Sharjah, expect operator transport and, on longer jobs, accommodation to appear in the quotation. That is normal and it is not padding. **Summer scheduling.** The [MOHRE midday break](https://www.mohre.gov.ae/) applies to your supplied operator exactly as it applies to your own crew. Outdoor work stops between 12:30 and 15:00 from 15 June to 15 September under Ministerial Resolution No. 44/2022. A "10-hour day" in July is not 10 productive outdoor hours, so build that into your programme and your hire duration. **Ramadan and night work.** Working hours shift, mall and hotel access windows change, and roadside work in Dubai moves to nights. All of that affects operator scheduling, so raise it during booking — road-based work such as truck-mounted booms may also need [RTA](https://www.rta.ae/) traffic management coordination. The more the machine can hurt someone or something when it is operated badly, the more likely it goes out with our operator on it. Third-party certification also matters here: under [Dubai Municipality guideline DM-HSD-GU48](https://www.dm.gov.ae/), lifting equipment on Dubai sites needs a valid third-party inspection certificate regardless of which hire model you choose. ## FAQs **What is the difference between wet hire and dry hire?** Wet hire supplies the machine plus a trained, certified operator from the rental company. Dry hire, also called bare hire, supplies the machine only, and you provide the operator along with their certification and the responsibility for how the machine is used. **Is wet hire more expensive than bare hire in Dubai?** The daily rate is higher, but the comparison is not like for like. Wet hire removes training cost, certification risk, operator downtime and a large part of the operational liability. For short or irregular hires it is usually the cheaper total, and it is the only workable option if nobody on your team holds the right PAL Card category. **Can my own worker operate a rented boom lift in Dubai without IPAF?** In practice, no. Main contractors and facility managers across Dubai check operator certification at induction, and a boom lift requires an IPAF PAL Card in category 3b. Without it, expect the machine to stand idle. This is a client and site requirement rather than a statutory one, but the outcome is the same. **Does wet hire include fuel and maintenance?** Routine maintenance and servicing sit with the rental company on both hire models. Fuel is commonly the hirer's cost, with the machine supplied full and returned full. Confirm both on the written quotation. **Does the supplied operator count as my employee?** No. The operator remains employed by the rental company, and is supplied to work on your site under your site rules, induction and supervision. If you need certainty about the employment position for your own compliance, take that to your PRO or legal advisor rather than to a hire desk. **Do I still need a banksman and a lift plan on wet hire?** Yes. Wet hire covers the machine and the operator. The appointed person, the lift plan and method statement, the banksman or signaller, the exclusion zone and the permit to work all remain the hirer's responsibility. **Can I get an operator at short notice in Dubai?** Often, yes. The earlier you tell us the start date and the standard hours you need, the better the chance of getting the right man on the right machine. ## The short version Wet hire is a compliance decision before it is a cost decision. If nobody on your team holds a valid PAL Card in the right category for this machine, the machine either goes out with our operator or it does not go out at all.
