The site stopped for a few days. Another trade was late, or a permit got stuck, or the client changed something. The machine stood still the whole time.

Then the rental invoice arrived, and it counted every single day.

If you have been billed for idle standby days in Dubai, you are not alone. It is one of the most common invoice questions our rental desk gets after a site stoppage. This guide explains, from the rental side, when idle days are fair to charge, when they are not, and exactly what to do now.

If you are billed for idle standby days in Dubai, first check your hire agreement. Machines on hire are usually charged until a written off hire is accepted, even when unused. Days lost to a reported breakdown, or after an acknowledged off hire, are fair to query. Send a short written query with dates and evidence.

1. Why Do Idle Days Appear on a Rental Invoice?

Here is the basic rule of time based hire.

Once a machine is delivered and on hire, it is reserved for you. It sits on your site, and it cannot go out to another customer. So most hire contracts charge for the full hire period, whether the machine works or not, until a written off hire is accepted.

This is standard wording in rental terms around the world. Large international rental companies, for example, state plainly that charges keep accruing over weekends and holidays.

The rate basis matters too. A daily hire counts days. A weekly or monthly hire runs for the whole period, used or not. If you want to see how that works in practice, here is how boom lift rental rates are structured.

We will be honest: when a QS calls us about idle days, the machine has usually done nothing wrong. The site simply paused, and nobody told the rental desk.

Rental invoice charging idle standby days for equipment in Dubai

Hired and idle, standby, breakdown, off hire: what is the difference?

These four terms get mixed up all the time. They mean very different things on an invoice.

Once you know which of these your idle days fall under, the rest of the conversation gets much easier.

2. A Typical Standby Call at Our Rental Desk

An MEP contractor on a warehouse project in Dubai Investments Park called our desk when the monthly invoice for two scissor lifts arrived.

The quantity surveyor was not happy. The ceiling grid contractor had been delayed, and both lifts had stood still for most of a week. Why was the full month billed?

We understood the frustration. Nobody likes paying for a machine that is parked.

So we went through it together. The lifts were on a monthly hire. They had been delivered in working order, and they stayed on site the whole time. There was no off hire request on our side for that week.

We also checked the service log for those days. If either lift had broken down, that would have been a very different conversation. But there were no fault reports and no service calls. The lifts were simply waiting.

The bill stood. But we did not leave it there.

We talked about the next pause. Next time, call us as soon as you know the gap. If it is long enough, we can collect the lifts and bring them back when the ceiling is ready. Or we can agree in writing, before it happens, how standby will be handled.

The contractor then asked for something useful: a short email explaining the billing. The QS wanted it on file to pass the delay cost to the party that caused it. We sent it the same day.

Nothing dramatic. Just clear records, an honest explanation, and a better plan for next time. If you need lifts for this kind of job, see our scissor lift rental in Dubai.

3. When Are Idle Days Usually Fair to Charge?

Let us be straight about this part.

If the machine is available and in working order, and the stoppage is on the hirer’s side, most contracts treat those days as normal hire. That includes delays caused by:

The machine was ready. The site was not. That is usually billable.

Minimum hire periods also apply, especially on cranes. Some Dubai crane terms set minimum working hours per day, plus minimum hours per week or month at one location. So a lift that took two hours can still be billed at the daily minimum. Ask about this before you book mobile crane rental. The same thinking often applies to a standby unit for generator rental on events.

Weekends, Fridays and public holidays depend on the rate basis and the contract. On a weekly or monthly hire, they are usually part of the period. On a daily hire, it depends on what you agreed. Check the wording, or ask before the hire starts.

What about weather, dust and the summer midday break?

Weather is a common grey area.

Many hire terms say no allowance is made for stoppages caused by weather or ground conditions. Some treat extreme weather as force majeure. It depends entirely on your contract.

So a sandstorm day, or a day when wind speed stops lifting, is often still a hire day unless your terms say otherwise.

The summer midday break works the same way. The Ministry of Human Resources and Emiratisation (MoHRE) bans outdoor work in direct sunlight from 12:30pm to 3pm between 15 June and 15 September, as Khaleej Times reported for 2026.

That cuts working hours on open sites. But it does not automatically reduce daily hire charges, unless the contract says so. If your job runs through summer, agree working hours and any crane minimum hours before the hire.

4. When Should Idle Days Not Be Charged, or Be Reduced?

Now for the cases where you have a genuine reason to query.

This is general guidance, not legal advice. Check your own hire agreement.

Breakdown days

If the machine broke down through no fault of yours, and you reported it promptly, you have a strong case.

Industry terms commonly give a full allowance for lost time caused by inherent faults. The UK CPA Model Conditions, for example, work this way. That is UK practice, not UAE law, but the principle is widely followed.

There is a catch. If the breakdown came from misuse, you may be charged an idle rate and the repair. Our guide on what to do when a damage charge appears at off hire in Dubai covers that side.

And timing matters. Report every fault in writing, with the time, the moment it happens. The allowance often depends on it.

This is exactly why we run 24/7 support with a machine swap if a unit has a problem. Whether it is a scissor lift or a unit from our boom lift rental fleet, a fault should be fixed or swapped, not left sitting on your invoice.

Days after you asked to off hire

You sent a written off hire. It was acknowledged. But collection happened days later.

Query those days. Keep the off hire message, the acknowledgement, and any off hire number you were given. Those records usually settle it quickly.

Days the machine was not delivered or not usable as ordered

Wrong machine. Missing test certificate. Missing accessories. Not delivered on the agreed day.

These should be raised at delivery, in writing, within the window your terms set. If you flagged it at the time, the days it could not be used are fair to question.

5. How to Query Idle Standby Days on Your Invoice, Step by Step

A calm, organised query gets answered faster. Here is the order we recommend.

Step 1: Check the hire terms and the rate basis

Pull out the hire agreement and find five things:

You need to know which rules apply before you argue any days.

Step 2: Build a simple day by day timeline

For each day you are querying, answer five questions:

A single page timeline like this often answers the question by itself. Sometimes it shows the days were fair. Sometimes it shows clearly that they were not.

Step 3: Collect the evidence

Gather whatever supports your timeline:

If the rental company has telematics data for the machine, ask for it. Engine hours and idle hours can settle a question very quickly.

Step 4: Send a short, factual query

Keep it polite and specific. Include:

Something like this works well:

We have received the latest invoice for the two scissor lifts on our Dubai Investments Park site. We would like to query the days from the breakdown reported on our site until the replacement unit arrived. Our fault report and your service visit record are attached. Please could you review and confirm a credit for those days.

No accusations. Just facts and a clear request.

Step 5: Pay the undisputed part

Many hire contracts say you cannot hold back the whole invoice because of one disputed line. So pay what is not in question, and keep the query open on the rest.

It keeps your account in good standing and shows you are acting in good faith. This is general guidance, not legal advice.

Step 6: Close it in writing

Once you agree an outcome, confirm it by email.

If the invoice is reduced, the correction should come as a tax credit note. In the UAE, tax invoices are corrected through credit notes rather than being cancelled. Make sure your accounts team gets a copy.

6. Can You Pass Idle Equipment Costs to Whoever Caused the Delay?

Often, yes. But it is a separate matter from the rental invoice.

The rental company bills the party that hired the machine. Recovering that cost from the client, the main contractor or another subcontractor happens under those other contracts.

What QS teams usually do in practice:

That explanatory email we sent in our Dubai Investments Park story is exactly this kind of record. It turns “the lifts were idle” into documented proof of what the delay cost.

This is general guidance, not legal advice. Check your own contracts and take advice for larger delay claims.

7. Keep It or Off Hire It? How to Decide During a Stoppage

When the site pauses, you have a real choice. There is no single right answer, but these are the factors we talk through with customers:

The simplest move is to call the rental desk the day you know about the pause. We can compare the options with you, and with same day delivery on most equipment, bringing a machine back is rarely a long wait.

8. How to Agree Standby Terms Before the Next Hire

Most idle day disputes are really surprises. You can remove the surprise before the machine arrives.

Run through this before your next hire:

While you are agreeing terms, settle the other invoice lines too. Our guide on what to do when fuel and consumable charges are disputed in Dubai covers those.

Our MEP contractor in Dubai Investments Park would have avoided the whole conversation with one phone call on the first day of the delay.

9. How Dream Way Handles Idle Days and Breakdowns

We would rather help you off hire during a stoppage than send you a bill for a machine you did not need.

That is not charity. It is how long relationships work. A customer who feels billed for nothing does not come back.

We offer our daily, weekly and monthly rental services from our yard in Ras Al Khor Industrial Area 2, so the hire period can match the job rather than the other way round.

If a machine has a problem, our support line runs 24/7, and we arrange a machine swap so a fault does not turn into lost days. With same day delivery on most equipment, collecting during a pause and bringing a machine back later is realistic, not a hassle. IPAF trained operators are also available on request.

If anything on your invoice is unclear, ask us. We will explain every line. You can see our wider range of heavy equipment rental in Dubai too.

10. Frequently Asked Questions

Do I have to pay rent for equipment that is not being used?

Usually, yes. Once a machine is on hire, it is reserved for you and cannot go to another customer, so most contracts charge for the hire period until a written off hire is accepted. The main exceptions are reported breakdowns, ignored off hire requests and any standby rate you agreed in advance.

What is a standby rate in equipment rental?

A standby rate is a reduced rate some contracts apply when a machine, and sometimes its operator, is kept on site and available but waiting for work. Many contracts do not include one by default, so if you expect long waits, agree a standby rate in writing before the hire starts.

Should breakdown days be charged on my rental invoice?

If the machine broke down through no fault of yours and you reported it promptly, industry practice is usually to allow those days. If misuse caused the breakdown, you may be charged. Always report faults in writing with the time, because the allowance often depends on that record.

How do I stop rental charges on a machine I no longer need?

Send a written off hire request to the rental company and get it acknowledged. Telling the operator or the driver on site is usually not enough. Keep the confirmation and any off hire number, and photograph the hour meter when the machine is collected.

Are public holidays and weekends charged on equipment hire in Dubai?

It depends on your rate basis and contract. On weekly and monthly hires, weekends and public holidays are usually part of the period. On daily hires, it depends on what you agreed. Ask the rental company to confirm in writing before the hire starts.

Does the summer midday break reduce crane or lift rental charges?

Not automatically. The MoHRE midday break bans outdoor work in direct sunlight from 12:30pm to 3pm between 15 June and 15 September, which reduces working hours. Hire charges only change if your contract says so, so agree summer working hours and minimum hours before booking.

What evidence should I send to query idle days?

Send a day by day timeline with your site diary, breakdown messages with time stamps, service visit records, off hire emails and hour meter photos from the start and end of the stoppage. If the rental company has telematics data, ask for engine and idle hours too.

Is VAT charged on standby or idle charges?

Yes. Standby and idle charges billed by a VAT registered UAE company carry VAT at the standard 5 percent rate, which has applied since 1 January 2018 according to the UAE Ministry of Finance. Any reduction should be issued as a tax credit note.
