A JAFZA warehouse job. The low bed is at the truck gate with a boom lift chained down, and the driver’s pass scans without a problem.

The barrier still does not lift for the machine.

Behind the low bed there is a queue, inside the unit a crew stood down, and the plant coordinator on the phone to the yard asking what is missing. Almost always it is one document, and almost always from the same short list.

The short answer when a gate turns your machine away

A gate pass covers the person and the vehicle, not the machine. Free zone gates also check the machine’s own entry permit and inspection certificate, the operator’s competency and medical documents, and a permit to work for the activity. In JAFZA, a mobile crane needs a separate Trakhees entry permit.

So a gate is really checking three separate things:

The pass, for the driver and the truck. The machine, meaning its own permit, certification and condition. The operator, meaning competency, licence and medical fitness.

Fail any one of the three and the barrier stays down, no matter how valid the other two are.

what to do when a free zone gate refuses entry to your plant in dubai (1) resized

First, work out who regulates the zone you are delivering into

Most people cannot answer this at the barrier, and it decides everything else.

ZoneRegulator or operatorWhat that means for plant
JAFZA, Palm Jumeirah, Jumeirah Islands and Park, Al Furjan, Jumeirah Village Triangle, Discovery Gardens, International City, Dubai Maritime CityTrakhees, under PCFCEquipment entry permits and EHS requirements sit with Trakhees
Jebel Ali Port operationsDP WorldContractor rules, work site permits and equipment standards apply on top of the pass
Jumeirah Lake TowersDMCC as zone owner, Concordia as facilities operatorPhysical works and access are handled through the facilities operator
Dubai Silicon Oasis, Dubai Internet City, Dubai Media City, Dubai Design District, Knowledge Park, Studio City, Dubai Industrial CityDubai Development AuthorityDDA permits and its own night work and access rules
Dubai World CentralDubai SouthIts own fit out and permit regime

Zones you should confirm rather than assume

DAFZA, Dubai Investments Park and TechnoPark do not sit neatly in the list above, and getting the regulator wrong costs a delivery. Confirm the governing authority with the zone itself before you dispatch. That call is cheaper than a turned truck.

The gate pass, and what it does not cover

Tasreeh is the automated gate pass service run by the PCFC Security Department at tasreeh.ae. JAFZA’s own guide describes it as covering Jafza and the Jebel Ali Port, and the system serves other PCFC facilities too, so confirm coverage for your destination.

It issues ten pass types. Most people only ever meet two, which is where the trouble starts.

The pass types that matter for plant

Tools and equipment pass. Permits tools and equipment inside the gates, from a day up to a maximum of three months. This is the one most plant coordinators have never heard of. Service vehicle day pass. For vehicles transporting diesel, waste oil or scrap, valid one day only. Weekly pass. For contractors and maintenance staff. Temporary pass. Up to one week, one month or six months. Permanent pass. Renewable for a year.

The practical lesson is validity. If a hire runs three weeks, a one day pass will fail on day two, and a second application at that point costs another day.

How the pass is actually issued

Create an account on tasreeh.ae, complete the profile, select the company being visited, upload the requested documents, and wait for that company to accept. The pass is then issued and emailed.

Notice where that sequence stalls. The host company approves. Not the gate, not the transport supervisor, not you.

So when a pass has not come through, chasing security achieves nothing. Chase the tenant whose unit you are delivering to.

Bringing a mobile crane into JAFZA is a separate permit and a separate payment

This catches out even experienced transport teams.

Trakhees charges a Mobile Crane Entry Permit at AED 600 per month, requiring the application for entry of a mobile crane, the company trade licence, the crane registration, and a crane inspection report and test certificate issued by an EHS Trakhees approved or pre-qualified third party agency.

An RTA road permit does not cover this. It governs movement on the public road and stops at the barrier. Inside a Trakhees zone, the crane’s entry is its own permitted act with its own fee.

Confirm the inspection body is on the approved or pre-qualified list before booking the inspection, because a certificate from the wrong agency is the same as no certificate at the gate.

Fuel and gas on the same trip

If a bowser or gas cylinders travel with the machine, that is a separate permit again. The Gas Cylinders and Liquefied Gas Vehicle Entry Permit is AED 900 per quarter.

It needs the entry application, the trade licence, the vehicle registration, the driver’s licence, and a test certificate from an EHS Trakhees approved or pre-qualified third party agency for a vehicle carrying a bulk gas storage tank.

Where the permit fees are paid

Cash or cheque, made payable to PCFC Trakhees, with a minimum cheque amount of AED 500.

Payment is taken at EHS Finance in the EHS main office at JAFZA Gate 3, or at the Trakhees cashier office in the International City Management Office.

The port side rules that actually get plant refused

For anything inside Jebel Ali Port, DP World’s rules for contractors are the clearest published answer to why a machine is stopped.

A pass gets you in, it does not let you work

A valid ID card or facility pass permits access to the free zone. It does not authorise work to start.

Authority to undertake contract work on DP World premises depends on the contractor holding an occupation of work sites permit. That is a separate document, and it is the one most commonly missing when a crew is told to stand down after getting through the gate.

What the machine itself must have

Mobile equipment must be of acceptable design, properly maintained and inspected daily by a competent person, with safe means of access and protection against falling material or crush hazards in an overturn.

Amber flashing warning lights are required in cargo handling areas, with at least two front and two rear lights for night work, and a 30 km/h speed limit applies across DP World premises.

Lifting appliances must be built to a generally accepted technical standard, marked with maximum load capacity, covered by a valid proof load certificate from a registered inspector, and thoroughly examined at intervals not exceeding six months.

That six month interval is a DP World contractor requirement. Intervals elsewhere depend on the regulator that owns your site, so confirm the one that applies rather than assuming this figure travels.

What the operator must have

Appropriate training and competency certification for that equipment type, a valid UAE RTA licence, and a medical fitness certificate.

Formal HSE induction is required before work commences, traffic is restricted to demarcated roadways, and container stacking areas are not thoroughfares.

Permits to work inside the site

Hot work, electrical installations, diving, confined spaces, excavation, fire alarm systems, work at height, hazardous substances, and mechanical lifting exceeding 20 tons or involving multiple lifting appliances.

That last one deserves attention when you book. A lift over the 20 ton threshold needs its permit arranged before the truck leaves the yard, not after the crane is inside the fence.

When entry is refused outright

DP World may deny access where it judges that justified to safeguard the health and safety of persons or to protect the environment. In practice that covers non compliance with HSE requirements, invalid or expired identification and permits, and any identified safety risk on the vehicle or machine.

what to do when a free zone gate refuses entry to your plant in dubai resized

The refusal reasons, and how to fix each one

Why the machine was refusedThe fix
No equipment pass, only a personnel passApply for a tools and equipment pass, with validity covering the whole hire
Pass validity too short for the hireReissue at longer validity rather than repeating day passes
Plate or driver name does not match the passCorrect before dispatch, since it cannot be corrected at the barrier
Host company approval not completedChase the tenant directly, because they are the approver
No Trakhees mobile crane entry permitApply and pay before the trip. A crane cannot be talked in
Inspection certificate expired, missing or from an unapproved agencyConfirm the agency is approved, then re-certify. Not a same day fix
No colour coded tag, no load markings, no amber beaconFit or mark before loading. Cheap in the yard, fatal at the gate
No daily inspection record for the machineComplete and carry it. A record that exists but stayed in the office does not count
No HSE induction, or no permit to work for the activityArrange with the site before mobilising, not on arrival
Operator missing competency certificate, RTA licence or medical fitnessSend a different operator, or the machine waits
Wrong gate or wrong vehicle class for that gateConfirm the correct gate for a low bed before the driver leaves

The three fixes that work within the hour

Host company approval chased directly. A longer validity pass reissued. Certificates emailed and printed.

Everything else on that table means the truck turns around, and it is better to say that honestly than to keep a driver waiting on hope.

The pre-dispatch document pack that prevents all of this

Machine file Third party inspection or thorough examination certificate, in date and matching the serial on the machine. Colour coded tag. Load chart and safe working load markings. Daily inspection record. Registration for road going plant. The Trakhees mobile crane entry permit for a Trakhees destination.

Check the certificate expiry against the end of the hire, not the start. That one habit prevents more refusals than anything else here.

Operator file Equipment specific competency certificate, UAE RTA licence, medical fitness certificate, Emirates ID, and the site induction record once it exists.

Commercial file Third party liability cover and plant or contractors all risks cover, the hire agreement, and the method statement or lift plan where the activity needs a permit to work.

Gate file The printed pass with a scannable barcode, host company approval confirmation, vehicle registration, and plate and driver details matching the pass. Driver guidance widely shared for JAFZA’s truck gates recommends printing rather than relying on a phone, since signal is unreliable around inspection areas. Practical advice rather than a published rule, but it costs nothing to follow.

A worked example from a Jebel Ali warehouse job

A racking installation inside a JAFZA unit needs a boom lift for three weeks.

The sequence that works is this. Confirm the zone regulator. Apply for a tools and equipment pass with validity covering the whole three weeks rather than the first day. Get the host company to approve, and confirm it rather than assume it.

Then check the certificate expiry against the end of the hire, verify the plate on the pass against the low bed actually going, and arrange the operator’s HSE induction before day one rather than on the morning.

Now the contrast case. The same unit needs a mobile crane for a single lift. Everything above still applies, and on top of it the Trakhees entry permit is applied for and paid, with the crane inspection report and test certificate attached.

Same zone, same gate, a completely different document pack. That is why “we have passes” never answers “is the crane cleared”.

How we get machines through free zone gates

Before a machine leaves our yard for a free zone we check the certificate date against the length of the hire, not the delivery date. We check the colour coded tag, the beacon and the load markings, because those are the visual checks a gate makes in ten seconds.

We bundle the operator’s documents with the machine file rather than leaving them with the operator, and we ask which zone and which unit, because a Trakhees destination and a DDA destination need different things in the folder.

It is a lot easier to solve a document at nine in the evening than at a barrier at six in the morning.

Frequently asked questions

Do I need a separate gate pass for equipment in JAFZA? Yes. Tasreeh has a tools and equipment pass, valid from one day up to three months, separate from a personnel or vehicle pass. A driver holding a valid pass does not mean the machine on the trailer is cleared.

Why was my truck refused entry when the driver had a valid pass? Because the gate checks three things and the pass is one. The machine needs its own permit, certification and condition, and the operator needs competency, licence and medical documents. A mobile crane entering a Trakhees zone also needs its own entry permit.

Do I need a permit to bring a mobile crane into JAFZA? Yes. Trakhees issues a Mobile Crane Entry Permit, requiring the entry application, the trade licence, the crane registration, and a crane inspection report and test certificate from an EHS Trakhees approved or pre-qualified third party agency, applied for and paid before the trip.

How much is the Trakhees mobile crane entry permit? AED 600 per month. Payment is by cash or cheque made payable to PCFC Trakhees, with a minimum cheque amount of AED 500, at EHS Finance in the EHS main office at JAFZA Gate 3 or at the Trakhees cashier office in the International City Management Office.

How long is a Tasreeh tools and equipment pass valid? From one day up to a maximum of three months. Match validity to the hire period rather than the delivery date, because repeating one day passes across a three week job creates a fresh chance of refusal every morning.

Who approves a Tasreeh gate pass? The company being visited. You create the account, complete the profile, select the host company and upload documents, then they accept and the pass is issued by email. If a pass is stuck, chase the tenant, not the gate.

Does an RTA road permit cover free zone entry? No. An RTA permit governs movement on the public road and effectively stops at the barrier. Entry into a Trakhees zone with a mobile crane is separately permitted and paid, and zone and port operators apply their own equipment and operator requirements inside.

What documents must travel with a machine into Jebel Ali Port? The gate pass, the machine’s inspection certificate matching its serial, load capacity markings, the daily inspection record, insurance evidence, and the operator’s competency certificate, UAE RTA licence and medical fitness certificate. Work also needs an occupation of work sites permit and any activity permit to work.

Does my operator need anything beyond a driving licence? Yes. DP World requires training and competency certification for that equipment type, a valid UAE RTA licence and a medical fitness certificate, plus formal HSE induction before work starts. A general licence with no equipment specific competency evidence is a common reason a machine sits idle after entry.

Which authority governs my free zone in Dubai? It depends. Trakhees under PCFC covers JAFZA and several Dubai communities, DP World governs port operations at Jebel Ali, DMCC with Concordia covers JLT, the Dubai Development Authority covers Silicon Oasis and the media and design zones, and Dubai South covers DWC. Confirm anything outside that list with the zone.

Book a machine that arrives ready for the gate

Most refused deliveries are not complicated. One certificate that expired mid hire, one pass issued for a day instead of a month, or one approval nobody confirmed.

Tell us the zone and the unit number when you enquire and we will build the machine file for that gate, so the certificate covers the full hire, the tag and markings are right, and the operator documents travel with the machine.

We hire mobile cranes, spider cranes and spider lifts, boom lifts, man lifts, scissor lifts, forklifts, boom loaders, wheel loaders, skid steers, mini and wheeled excavators, generators, water tankers and tipper trucks, with operators on request across Dubai, Sharjah, Ajman, Abu Dhabi, Ras Al Khaimah and Al Ain.
