The ten checks, before you use a hired boom or scissor lift:
- Third-party inspection certificate valid, and the serial number matches the machine
- Data plate and control decals present and legible
- No hydraulic leaks, cracks, damaged welds or structural damage
- Guardrails, gate and toe boards secure
- Emergency stop working at both ground and platform stations
- Emergency lowering working, and someone on the ground knows how to use it
- Tilt alarm and pothole protection working
- Tyres, outriggers, pads and spreader plates sound
- Ground firm and level, overhead route clear, wind within the data plate limit
- Load within rated capacity, counting people plus tools plus materials
Work through the four stages below in order. Ten minutes at the start of the shift.
This checklist supports trained operators. It does not replace IPAF training and machine familiarisation.
Who is responsible once the machine is on your site?
This trips up almost every first-time hirer, so here it is in one line.
The rental company is responsible for delivering a certified, maintained machine. Once it is on your site, the daily pre-use inspection and the safe operation of it are yours.
Two different inspections, two different owners:

The annual certificate says the machine was sound when it was examined. It says nothing about whether a hose split yesterday afternoon.
Stage 1: The delivery day handover check
Once per hire, before the driver leaves. This is the stage almost nobody documents, and it is the one that decides who pays for a scratch later.
- Check the third-party certificate. Match the serial number on the certificate to the serial on the machine’s data plate. Not the fleet number painted on the boom. Then check the expiry date covers your whole hire period.
- Confirm the operating manual is on the machine. Not “available on request”.
- Photograph the machine before you sign anything. All four sides, the platform, the controls, and any existing damage. Timestamped. Then write the damage onto the delivery note itself.
- Take machine-specific familiarisation from the delivering technician. Control layout, where the emergency lowering is and how it operates, rated capacity, extension deck rating, and any quirks of that model. A PAL Card from IPAF training covers the category. Familiarisation covers this machine.
- Confirm the practicals. Keys, charger or fuel arrangement, and the supplier’s breakdown number saved in your phone — keep our contact page handy for exactly this.
Then the point of the whole stage:
The driver leaving is your last chance to dispute anything.
Every damage argument we have ever had with a customer came down to whether there were photographs from delivery day. When there are, the conversation takes two minutes.
Stage 2: Ground walkaround, every shift
Before start-up. Walk around the machine and look.
- Tyres and wheels. Damage, cuts, embedded debris, correct pressure. Non-marking tyres present if you are working on a finished floor
- Chassis and structure. Cracks, deformation, damaged or repaired welds, impact damage
- Hydraulics. Hoses, cylinders, fittings. Any leak at all is a stop
- Guardrails, gate and toe boards. Secure, complete, gate self-closing and latching
- Extension deck. Slides freely, latches positively, rating decal legible
- Harness anchor points on boom-type machines. Present, undamaged, correctly fixed
- Data plate and control decals. Present and legible. Wipe the dust off so you can actually read them
- Emergency lowering. Clearly marked, accessible, nothing stacked in front of it
- Battery charge or fuel level, and hydraulic oil level
- Outriggers, pads and spreader plates. Present, undamaged, correct for the machine
- The previous shift’s defect log. Read it before you start, not after
Look under the machine as well as around it. A leak shows on the floor before it shows on the hose.
Stage 3: Function test at ground level
Ground controls first, always.
The reason is simple: if a function is going to fail, you want to find out while you are standing on the floor, not at 20 m.
From the ground station:
- All lift and lower functions
- All boom, slew and telescope functions on a boom machine
- Emergency stop
- Emergency lowering or emergency descent
From the platform, still at low level:
- All platform controls through their full range
- Emergency stop at the platform station
- Drive, steer and brake
- Horn and travel alarms
- Tilt alarm and level indicator
- Pothole protection deploying and retracting on a scissor lift
- Controls returning to neutral when released
Run the boom or platform through its full range while still close to the ground, so you find a sticking function at two metres rather than at twenty.
If any function fails, the machine is out of service. Not “usable with care”. Out of service.
And the rule that matters most, because it is a rescue rule rather than an inspection rule:
A competent person on the ground must know where the emergency lowering control is and must have physically operated it. Being shown a decal is not the same thing. If your operator becomes unwell in a basket at 18 m, the person on the ground has seconds, and reading instructions in an emergency is not a plan.
Stage 4: Site and environment checks
Every shift, and again whenever conditions change. This is the stage that makes a Dubai checklist different from a translated European one.
Ground Firm, level and capable of taking the load. Watch for trench covers, service pits, backfilled ground and soft sand at plot edges.
On a podium deck, basement roof or suspended slab, point loads are a structural question. Get the sign-off, and use spreader plates under outriggers as a matter of course.
Overhead Walk the travel route and look up before you move.
Dubai sites are dense overhead: DEWA power lines, pipe racks, canopies, structural steel, adjacent scaffolds, signage. Overhead contact while travelling elevated is the entrapment mechanism that causes the most serious MEWP injuries, so survey the route and travel at reduced height wherever the task allows.
Dust and sand Sand on a polished slab reduces traction and braking distance. Fine dust clogs filters and radiators, and coats control panels until the decals cannot be read.
Wipe the controls. Check the machine is not running hot.
Heat Hydraulic oil and batteries run hot through a Dubai summer. Watch for overheating warnings.
A machine that has been standing in full sun has a platform floor and control panel hot enough to burn. Check before you grab anything.
Wind and visibility Every machine states its maximum permissible wind speed on the data plate. It is machine-specific, so read the plate rather than trusting a number you remember.
Check the forecast before you elevate, not after. A spring shamal or a dust event can put you over the limit at height while the ground crew still feels a light breeze. If it is exceeded, come down.
People and vehicles Exclusion zone set up and maintained. Pedestrian routes segregated. Other plant movement coordinated, with a banksman where vehicles are reversing near the machine.
The midday break Outdoor MEWP work stops between 12:30 and 15:00 from 15 June to 15 September under MOHRE’s Occupational Heat Stress Prevention Policy. Plan elevated work into the early morning.
Heat exhaustion in a basket is both a medical problem and a rescue problem, so rotate elevated operators more often in summer and send water up to the platform rather than expecting them to come down for it. See mohre.gov.ae.
Night work Mall, hotel and roadside jobs in Dubai are largely night work. Confirm task lighting at the work face, not just at the compound. A ground spotter in the dark needs high-visibility clothing and a lit standing position where the operator can actually see them.
The STOP list
If any of these is true, the machine does not get used.
- Third-party certificate expired, missing, or the serial does not match the machine
- Data plate missing or illegible
- Any hydraulic leak
- Cracked, deformed or damaged structure or welds
- Damaged or missing guardrails, gate or toe boards
- Emergency stop not working at either station
- Emergency lowering not working
- Tilt alarm not working
- Missing or damaged harness anchor point on a boom-type machine
- Damaged or missing outrigger pads or spreader plates
- Tyre damage or incorrect pressure
- An unrepaired defect logged on a previous shift
Then do all four of these, in order:
- Tag it out. Physically, on the controls, so nobody starts it.
- Report it to the supplier immediately. Do not attempt a repair.
- Record it in the defect log, with the date, the machine and what you found.
- Do not let anyone use it carefully. A machine with a defect is out of service until the supplier rectifies it, not until a foreman decides it is probably fine. That decision is not a foreman’s to make, and every serious incident report contains a version of it.
Before you go up: the last five seconds
- Harness on and clipped to the designated anchor point with a short restraint lanyard, on any boom-type machine
- Helmet on, chinstrap fastened
- Load within rated capacity, counting people plus tools plus materials. The extension deck has its own lower rating
- Gate closed and latched
- Exclusion zone in place below you
- A trained person on the ground who knows where the emergency lowering is
Six things. It takes five seconds and it is the last checkpoint before the ground stops being an option.
Recording the check
Write it down and sign it. A verbal “yeah I checked it” is worth nothing to your HSE officer, your client, or you.
A good record contains:
- Machine ID or serial number
- Date and shift
- Operator name and signature
- Items checked
- Any defects found
- Action taken, including tag-out and supplier notification
Keep the records on site and available. Your main contractor will ask for them during audits, and clients increasingly ask for them during induction.
There is a commercial reason too, beyond compliance. If there is ever a damage dispute with the supplier or an incident investigation, a signed daily record showing the machine was sound at the start of the shift is the strongest document you can produce. It works in your favour far more often than against it.
FAQs
Who is responsible for checking a hired MEWP, the rental company or the hirer? Both, at different intervals. The rental company is responsible for supplying a maintained machine with a valid third-party inspection certificate. Once the machine is on your site, the daily pre-use inspection and safe operation are the hirer’s responsibility.
How often should a MEWP be inspected? A pre-use inspection before first use of every shift, carried out by the operator and recorded. A third-party thorough examination and certification every 12 months by an EIAC-accredited body under Dubai Municipality guideline DM-HSD-GU48.
What is a MEWP function test? Operating every function of the machine at ground level before working at height. Ground controls first, then platform controls, checking lift and lower, drive and steer, emergency stop at both stations, emergency lowering, tilt alarm, pothole protection and alarms.
What should I do if I find a fault on a hired machine? Stop, tag out the controls, report it to the supplier immediately, and record it in the defect log. Do not use the machine and do not attempt a repair. It stays out of service until the supplier rectifies it.
Do I need a harness on a boom lift? Yes. A full-body harness with a short restraint lanyard clipped to the designated anchor point inside the platform is standard practice in boom-type MEWPs, because the platform can be catapulted if the boom strikes something. Scissor lifts are different: guardrails are the primary protection and harness use is decided by the site risk assessment.
Can I use a MEWP in windy or dusty conditions in Dubai? Only within the maximum permissible wind speed stated on that machine’s data plate, which is machine-specific. Check the forecast before elevating. If the limit is exceeded, or visibility drops in a dust event, lower the platform and stop work.
Does the pre-use check need to be written down? Yes. Record it and sign it, with the machine ID, date, shift, operator name, items checked and any defects found. Sites and clients ask for these records, and they are your strongest evidence in a damage dispute or an incident investigation.
Ten minutes at the start of the shift
That is the whole cost of this. Handover once, then walkaround, function test and site check every shift.
