Yes, in most cases. A mobile crane travelling on Dubai roads is a heavy vehicle, and when its weight or dimensions exceed standard limits it needs an RTA mobility permit for that specific trip. Separate permits apply if the lift itself occupies or closes part of a road.
Most customers discover this the same way. They book a crane for Tuesday morning, and then someone explains that the machine cannot legally be on that road at that hour.

Every machine that leaves us goes out onto that corridor. Which RTA permits exist, and what each one is for
Four services cover almost every situation you will meet.
- Mobility Permit for Over-Weight and Over-Dimension Vehicles. This is the core movement permit for oversized loads. A crane, a large boom lift or an excavator on a lowbed trailer will commonly exceed standard weight or dimension limits, and this permit authorises that specific movement.
- Mobility Permit for Heavy Vehicles in Banned Roads. Separate from the above. Some Dubai roads are closed to heavy vehicles entirely or during defined hours. This permit is what allows a heavy vehicle onto a restricted corridor.
- Permit to Utilise Part of the Right-of-Way. This is not about travel at all. It covers occupying part of a road, footpath or parking area while you work, which is exactly what a crane does when its outriggers and exclusion zone extend beyond your site boundary.
- Road Closure Permit. For actually closing a carriageway. This one comes with traffic management requirements and, where applicable, Dubai Police coordination.
These are delivered through RTA’s Right-of-Way (ROW) permits system and the eNOC portal. Fees are set by RTA and vary by load classification, so check the current schedule at rta.ae rather than budgeting from a figure you found online.
When does a machine need a movement permit?
The trigger is the vehicle plus its load exceeding standard weight or dimension limits, or the route passing through restricted roads.
Commonly triggers a permit:
- Mobile cranes of most sizes, especially all-terrain and rough-terrain units on lowbeds
- Crane counterweights, which are frequently transported separately on their own trailer and may need their own permitted movement
- Large boom lifts and truck-mounted platforms
- Telehandlers and boom loaders on trailers, see boom loader rental

Usually does not trigger a permit:
- Small scissor lifts on a standard trailer
- Bobcats and skid steers
- Generators, lighting towers and compressors on standard transport
Three characteristics of the permit surprise first-time hirers.
It is trip-based. Permits for oversize and special loads are issued for a specific movement, not as an annual licence covering whatever you like. Two deliveries means two applications.
It is tied to a route and a time window. You are not permitted to move a load generally. You are permitted to move it along an approved route within an approved window.
It is tied to a plate. More on that below, because it has consequences most contractors have never been told about.
Escort or pilot vehicles are required in some cases, depending on load classification. That has cost and scheduling implications, and it should be settled during planning rather than on the morning.

Dubai’s truck movement restrictions
RTA applies heavy-vehicle restrictions corridor by corridor rather than city-wide. The picture below is as publicly reported. Restrictions are revised regularly by RTA and Dubai Police, so confirm the current schedule at rta.ae before planning any movement.

RTA and Dubai Police also run joint inspection campaigns on high-volume heavy-vehicle corridors, reported to include Ras Al Khor Road, Al Khail Road, Mohammed Bin Zayed Road, Emirates Road, the Dubai to Al Ain Road and Al Maktoum International Airport Road.
Read that table as a planning tool, not as law. The reason we review this page quarterly is that the schedule genuinely moves.
The practical takeaway is simpler than the table looks: your delivery window is decided by the route, not by your programme. Tell your supplier the site address early and let them work backwards.
How enforcement works now
This is the part that surprises everyone, and it changes how you should think about last-minute changes.
RTA and Dubai Police have linked their systems. A permit is associated with the vehicle’s number plate. Patrols can identify a violating vehicle without stopping it, and there is no printed permit that anyone needs to produce at the roadside.
Two consequences follow, and both are operational rather than theoretical.
Your permit must match the plate that actually turns up. If the transport provider swaps the trailer at the last minute, whether because of a breakdown or a scheduling change, the permit no longer matches the vehicle. The permitted movement becomes an unpermitted one, even though nothing about the load or the route changed.
Detection is passive. You will not necessarily know at the time. There is no checkpoint conversation, no warning, and no opportunity to explain. The violation is recorded.
This is why a serious transport provider confirms plate details in the days before the movement rather than on the morning, and why “we will send whatever trailer is free” is not an acceptable answer.
When the lift itself needs a permit
Getting the crane to site is one problem. Standing it somewhere and lifting is a second one.
Occupying part of the right-of-way. If the crane’s outriggers, footprint or exclusion zone extend onto a road, footpath or parking area, you need a Permit to Utilise Part of the Right-of-Way. This applies far more often than contractors expect in Business Bay, Deira, Bur Dubai and older Jumeirah streets, where site boundaries sit tight against the carriageway.
Full road closure. A Road Closure Permit, plus traffic management, plus Dubai Police coordination where applicable. Lead times here are the longest of anything on this page.
Lifting over live carriageways, footpaths or adjacent property. This raises the lift category and brings additional traffic management and, usually, additional review of the lift plan.
Traffic management plans and signage. Cones and a man in a vest is not a traffic management plan. Where you occupy or close road space, the arrangement has to be designed and approved.
DEWA clearances. Where the boom will work near overhead power lines, DEWA coordination and minimum clearances apply. Buried services at the proposed outrigger positions need checking too.
Developer and free zone approvals. Emaar, Nakheel, DIFC, Trakhees for JAFZA and Dubai World Central, and DDA for TECOM areas each operate their own site access and works approval regimes. A crane going into a Downtown plot is a different administrative exercise from one going onto an open plot in Dubai Investments Park.
All of this sits alongside your lift plan, not instead of it.
Who arranges what: you or the rental company?
Contractors merge three distinct questions. Separating them tells you immediately whose job each one is.

What a good supplier does beyond their own scope is tell you what you are going to need, early enough that you can arrange it. Being technically correct about scope while a customer misses an approval helps nobody.
Why your crane may arrive at 2am
Because the roads allow it, mostly.
Restricted corridors open overnight. Traffic is lighter, which matters enormously when you are moving an oversize load with an escort. Occupying road space for the off-load is far less disruptive. And in summer, the machine and the crew are working in something closer to survivable temperatures.
So here is the instruction that follows from all of it: book the delivery window, not just the delivery date.
A crane confirmed “for Tuesday” may mean 02:00 Tuesday. If it does, your site has to be able to receive it:
- Gate accessible and unlocked, with someone there
- Security briefed in advance, with the vehicle and driver details
- Off-load area clear, firm and level
- Adequate lighting at the off-load position
- A site contact who will actually answer a phone at that hour
We have had machines sit outside a locked gate at 02:30 while a driver called a number that rang out. The permit window closes, the movement has to be rescheduled, and the cost lands on somebody. Ten minutes of planning avoids all of it.

If you take one thing from this table, take the top row. The permit and the NOC are the long-lead items. Everything else can be compressed. Those two cannot.

Do I need a permit to close a road for a lift in Dubai? Yes. A Road Closure Permit is required, along with an approved traffic management arrangement and, where applicable, Dubai Police coordination. This has the longest lead time of any approval discussed here, so start early.
Do I need an escort vehicle for an oversized load in Dubai? It depends on the load classification. Escort or pilot vehicles are required for some oversize movements. This is determined during the permit process and carries both cost and scheduling implications, so confirm it when the permit is applied for.
