What does MEWP stand for? MEWP stands for Mobile Elevating Work Platform. It is any machine with a work platform, an extending structure and a chassis, designed to move people, tools and materials to a working position at height. Boom lifts, scissor lifts, spider lifts and truck-mounted platforms are all MEWPs.
If you have just been made site manager, or you have just arrived in the UAE and taken over a site, there is a good chance you are now signing off work at height that nobody ever formally taught you.
That is not a criticism. It is how most people in this industry got here.
We deliver machines to sites across Dubai, Abu Dhabi, Sharjah and the northern emirates, and the difference between a site that runs well and a site that has near misses is rarely the machine. It is whether the manager understands what class of machine is on their site and what that class demands of them.
This guide is the reference we wish more site managers had before the first delivery. It is UAE-wide, because the machines are the same everywhere and the jurisdictions are not.

The MEWP family: the classification that actually matters
Every rental catalogue in the region groups machines as “boom lifts, scissor lifts, spider lifts”. That is marketing.
The real classification, the one your certificates, operator manuals and IPAF categories are all built on, comes from EN 280 / ISO 16368. It works in two dimensions.
Group, by where the centre of gravity can go:
- Group A: the platform’s centre of gravity stays inside the tipping lines at all times. Vertical lifts, meaning scissor lifts and vertical mast lifts.
- Group B: the centre of gravity can move outside the tipping lines. Everything boom-type.
Type, by how the machine travels:
- Type 1: travel only when the platform is stowed
- Type 2: travel elevated, controlled from the chassis
- Type 3: travel elevated, controlled from the platform
Put the two together and the IPAF categories stop looking arbitrary:

Read that table once and three things become obvious.
Why the PAL Card categories exist. A 3a operator has never been assessed on a machine whose centre of gravity can swing outside the tipping lines. That is why his card does not cover a boom lift.
Why the harness rules differ. In Group B machines the platform can be catapulted if the boom strikes something or a wheel drops into a void. That is why a full-body harness with a short restraint lanyard clipped to the platform anchor is standard practice in boom-type MEWPs, and why guardrails are treated as the primary protection in Group A machines with harness use decided by risk assessment.
Why ground requirements differ. A Group B machine loads its ground unevenly and dynamically as the boom slews. A Group A machine on a slab is a much simpler ground problem.
The main MEWP types you will see on UAE sites
Electric slab scissor lift. Battery powered, non-marking tyres, zero emissions, large platform. The standard machine for mall fit-out, warehouses, hotels and offices. Limitation: needs a flat, firm, level floor and offers no outreach at all. See scissor lift rental.
Diesel rough-terrain scissor lift. Four-wheel drive, levelling jacks, higher capacity. For open plots, external cladding and unfinished ground. Limitation: outdoor only, and still no outreach.
Articulating boom lift. A jointed arm that goes up, over and back down. The machine for reaching past canopies, parapets, pipe racks and landscaping. Limitation: smaller platform and lower capacity than a scissor. See boom lift rental.
Telescopic boom lift. A straight extending arm giving maximum height and horizontal outreach. For open plots, steel erection and long facade runs. Limitation: poor manoeuvrability at the top and a large working footprint.
Truck-mounted platform. Drives to site on its own chassis, sets on outriggers, works, leaves. The default for streetlight, signage and telecom work. Limitation: needs a road or firm hardstanding, and roadside deployment usually needs traffic management approval.
Spider lift. Tracked, narrow, light, on outriggers with spreader plates. Goes into atriums, courtyards, basements and through doorways. Limitation: set-up time and outrigger footprint. See spider lift rental.
Vertical mast and personnel lift. Compact single-person machines for maintenance, lighting and stock picking in occupied buildings. Limitation: low capacity, low height. Often called man lifts on site, see man lift rental.
Choosing the right MEWP: the site manager’s five questions
Keep this short. The detail belongs in the machine-specific guides.
- Working height and outreach. Not machine height. The height you need to reach, and the horizontal distance from the nearest position the machine can actually stand.
- Ground conditions and floor loading. Slab, podium deck, backfill, sand. On any suspended structure, point loads are a structural question, not a hire desk question.
- Indoor or outdoor, and emissions. Nothing diesel indoors. Non-marking tyres on finished floors.
- People plus material weight. Rated platform capacity is people, tools and materials combined. Extension decks usually carry a separate, lower rating.
- Access route and the narrowest point on it. Measure the tightest gate, doorway, corridor or ramp on the route, not the site.

Your responsibilities as the site manager
This is the accountability section. Once the machine is on your site, most of this is yours.
Planning
- A task-specific risk assessment, not a generic working-at-height template
- Machine selection matched to the task, the ground and the access
- An exclusion zone at ground level, maintained for the duration
- Ground and floor assessment, including structural sign-off on suspended slabs and podiums
- An overhead hazard survey: DEWA lines, structural steel, pipe racks, canopies, ductwork
- Wind and weather limits taken from the machine’s data plate, agreed before work starts
Competence
- Operators holding a PAL Card in the correct category, checked at induction, not assumed
- Machine-specific familiarisation on the actual model, every time the model changes
- Supervisor competence. IPAF runs a MEWPs for Managers course aimed at exactly the person reading this
- At least one trained person on the ground who knows how to operate the ground controls
A note on how to phrase this internally: IPAF certification is the internationally recognised standard and it is near-universally required by main contractors and clients across the UAE. The rescue plan
Here is the question we ask site managers, and it is the one that usually produces silence.
If your operator collapses in a basket at 18 metres, what is your written plan for the next ten minutes?
“Call Civil Defence” is not a rescue plan. It is what you do after your plan has already started.
A real plan is written, machine-specific and rehearsed. It names who operates the ground controls, where the emergency lowering control is on that particular model, who calls for medical support, who maintains the exclusion zone, and how long each step takes.
Every MEWP has ground-level controls that override the platform. Someone on your site needs to know where they are on that machine, today, before anything happens.
Daily control
- Pre-use inspection completed and recorded before first use each shift
- Harness policy applied according to the machine group, not applied blanket across the site
- No unauthorised use. Keys and start procedures controlled
- Exclusion zone maintained, especially during travel
- Machine parked, stowed and isolated at the end of each shift
Documentation kept on site
- Valid third-party inspection certificate for the machine
- Operator certificates and familiarisation records
- Daily pre-use inspection records
- Risk assessment and method statement (RAMS)
- Permit to work where the site requires it
The risk site managers underestimate: entrapment
Ask most managers what the main MEWP hazard is and they will say falling. Reasonable answer, wrong emphasis.
The dominant serious-injury mechanism in boom-type MEWPs is entrapment: the operator being crushed against an overhead or adjacent structure while the platform is moving.
The mechanism has a name, sustained involuntary operation. It works like this. The operator is travelling elevated, or slewing, and his body or the control handle contacts a beam, a soffit, a pipe rack or a canopy. The pressure holds the control in position. The machine keeps driving into the obstruction. He cannot release the control because he is being pushed onto it.
It happens in seconds, and it does not require any error you would call reckless.
Secondary guarding devices are the engineering answer: pressure-sensitive bars, proximity sensors and shrouded controls that cut the drive when they detect an obstruction or an unusual load on the control. Ask your supplier what secondary guarding is fitted to the machine you are hiring. It is a reasonable question and a good supplier will have an answer.
The management controls are simpler:
- Survey overhead structure before any elevated travel
- Travel at reduced height wherever the task allows
- Never travel elevated through congested structure. Lower, move, raise
- Put a spotter on the ground with eyes on the platform and access to the ground controls
- Brief operators on the mechanism, not just the rule. People follow rules they understand
MEWP compliance across the UAE: who regulates what
This is where new arrivals get caught. The machine is identical in Dubai and Abu Dhabi. The approval route is not.

Accreditation of the inspection bodies themselves sits with EIAC, ENAS and DAC, and inspection bodies operate to ISO/IEC 17020. That is the position as of 2026, so verify the current requirement for your jurisdiction. Useful starting points: dm.gov.ae, eiac.gov.ae and mohre.gov.ae.
What a valid TPI certificate should show: the machine make and model, the serial number, the inspection date, the expiry date, the inspecting body and its accreditation, and the inspector’s details.
And here is the check that catches most problems, which takes about fifteen seconds:
Does the serial number on the certificate match the serial number on the machine’s data plate?
A certificate for a different machine of the same model is worthless, and it is more common than you would expect on busy fleets. Check the serial, check the expiry date, file the copy. If your main contractor’s HSE officer does that check before you do, the conversation goes badly.
Working at height in the UAE summer
From 15 June to 15 September, outdoor work stops between 12:30 and 15:00 under MOHRE’s Occupational Heat Stress Prevention Policy, Ministerial Resolution No. 44/2022. 2026 is the twenty-second consecutive year the break has run. There is a reported penalty framework of AED 5,000 per worker found working during banned hours, which we cite as reported rather than confirmed.
For MEWP work specifically, the break is the floor, not the ceiling of what you should plan for.
An elevated platform has no shade. A steel basket at 20 m over a concrete plot in August is materially hotter than the ground the risk assessment was written on. Heat stress on a platform also affects judgement, and judgement is what keeps an operator out of an entrapment situation.
Practical scheduling: put elevated work in the early morning and late afternoon, rotate operators more often than you would in winter, provide water and electrolytes at the machine rather than at the welfare unit, and treat the 12:30 stop as a hard stop rather than a target.
Add the wind factor too. Spring shamal and dust events regularly exceed data-plate wind limits at height while the ground crew still feels comfortable. Build a float day into any outdoor MEWP hire between February and May.
Remember that all of this affects hire duration and therefore cost, because hire runs on calendar days, not productive hours.

Do I need a rescue plan for MEWP work? Yes, and it should be written, machine-specific and rehearsed. It needs to identify who operates the ground controls, where the emergency lowering control is on that model, and how a casualty is brought down. Relying on emergency services alone is not a rescue plan.
What is MEWP familiarisation and why is a PAL Card not enough? A PAL Card proves generic competence in a machine category. Familiarisation is model-specific: the actual controls, emergency descent method, capacity, data plate and quirks of the machine in front of the operator. It is required every time the model changes, and skipping it appears regularly in incident reports.
Can MEWPs be used outdoors during the UAE summer midday break? No. Outdoor work stops between 12:30 and 15:00 from 15 June to 15 September under the MOHRE policy. Indoor MEWP work is not affected. Because hire is charged on calendar days, plan summer durations around the shortened outdoor window.
Three things to do before your next MEWP arrives
First, ask the supplier to email the third-party certificate in advance and check the serial number against the machine on arrival. Second, confirm every operator’s PAL Card category and complete machine-specific familiarisation, even for experienced men. Third, write the rescue plan for that specific machine and make sure someone on the ground can find the emergency lowering control without reading the manual.
